MINUTES OF THE REGULAR MEETING
FEBRUARY 10, 1997
Present: Commissioners; Farmer, Bamico, Lydon, Mahoney, Eaton, Dean and Rosen.
Absent: None.
Public: Victor Capozzi, Ken Robinson, Nancy Cowan, Chris Marcheterre, Sam Rapp,
Kathy Pydynkowski, Robby Dirks, and William Hicks.
A. Call To Order: Chairman Farmer called the meeti~ng to order at 7:30 P.M.
1. Presentations: None.
2. Chairman Farmer called for a reading of the Minutes of the Regular Meeting of
January 13, 1997. Motion to accept by Commissioner Rosen, 2rid by Commissioner
Lydon. Motion passed unanimously.
3. Chairman Farmer called for a reading of the Financial Reports for December 1996 and
January 1997. Motion to accept subject to audit by Commissioner Lydon, 2nd by
Commissioner Mahoney. Motion passed unanimously.
B. Old Business:
1. Vegetation Management Plan - Airport Manager and Commissioner Barnico updated
the Commission on the Beverly and Danvers Con Com Meetings.
2. Property Acquisition - Airport Manager updated the Commission on the offers to
purch.,ase the Gongas and Murrin Properties.
C. New Business:
1. Gumaid Building Subcommittee Report - Commissioner's Mahoney and Bamico
updated the Commission on the request for proposal to rent the Curnard Buildings.
2. Sam Fonzo Drive/Industrial Park Subcommittee Report - Commissioner Eaton
updated the Commission on the latest developments and of regular once per month
meetings to be held with the subcommittee and the Beverly Director of Planning.
3. Lease Subcommittee Report - Airport Manager Mezzetti and Commissioner Gourdeau
updated the Commission on a lease exhibit prepared by Commissioner Gourdeau. The
Exhibit compares all current lease to one another.
4. Budget Subcommittee Report - Vice Chainnan Leo White briefed the Commission on
the proposed airport budget for next fiscal year.
5. Underground Storage Tank Subcommittee Report - Airport Manager briefed the
Commission on actions taken to insure tenant U.S.T. compliance by 12/22/98.
6. Snow Removal Equipment Acquisition Project - Airport Manager briefed the
Commission on the latest developments in acquiring a airport front end loader/tool
carrier.
D. Airport Manager's Report - Airport Manager briefed the Commission on various
items e.g.; Beverly High School windmill, airport staking, field condition reports,
compass road, airport snow removal equipment, new tower Chief and Budina case
dismissal.
E. Chairman/Commission Comments:
1. Chairman Farmer briefed the Commission on subjects discussed with the Mayor e.q;
GTE tax issue, G.A.S lease.
2. Commissioner Gourdeau questioned if a van stored in back of the Airport
Manager/Maint. building was being used. It was explained that the van was used as
back up transportation when a pick up track is down. '
3. Commissioner Gourdeau questioned ifa unregistered vehicle in back of G.A.S
prope...rty was authorized to park there. It was determined that in this case the vehicle
was not a eyesore and was out of public view.
4. Chairman Farmer and Commission members answered questions of local citizens
regarding rumors of airport expansion, traffic counts, hangar development, noxious jet
emissions, and tower operations.
F. Executive Session: Motion made by Commissioner Lydon, 2nd by Commissioner
Rosen to enter into Executive Session to discuss Cormell Hangar feasibility. Motion
passed unanimously.
Motion to come out of Executive Session made by Commissioner Gourdeau, 2nd by
Commissioner Lydon. Vote was unanimously.
G. Adjournment: Motion to adjourn made by Commissioner Lydon, 2nd by
Commissioner Dean. Motion passed unanimously.
