MINUTES
January 9, 1997

This was the first meeting of 1997. D. Freni took over as the new
Chairman, having been recently appointed by Mayor Scanlon.
Chairman, D. Freni, introduced the new owners of Port Marine, as
well as B Tis, reporter for the Beverly Citizen and thanked them
for coming.
D. Freni asked for Public Ini::ut :~nd Lhere was none.
D. Freni recommended changes to the minutes of the previous
meeting.
C. Raymond made a motion to accept the Minutes with the changes
made. G. LaCombe seconded. All approved.
Planning Department Update:
D. Freni stated that D. Hurlbert from the Planning Department
was unable to attend and therefore D. Freni reported that an RFP
would appepr' in the Salem Evening News this week. Tuesday, January
28 is the response date. Bids will be open at City Hall at 2:00
p.m. A copy of the RFP was sent to Appledart.
Designees of BHMA will interview the candidates. D. Freni asked
menj~crs to let her know if they're inter,.:sted in being
interviewers. J. Coan volunteered.
The ~FP asked for bidders who have done ~: scope within the last 2
years .
Johx'~ Crowell Update:
He stated that ~.-},,'~ BHMA has a meeting with the City Council on
January 21, and ~e are trying to see that we can accommodate
parking for all. There should be 21 and possibly 22 spaces under
the bridge. With the white building gone there could be 30 spaccs
c~n this lot. J. Simpson stated that the p:tr']ii. nf~ undLr the bridge
is public and may be used by Rowand customers. G. LaCombe asked
about the l,arking at Tuck Point Marina. g. Simpson stat. ed that no
one is enforcing the parking requirement at Tuck Point.
J. Simpson said thai we must have elf;ctricity on this property,
even jf the white building is gone.
D. Neuman asked if there was any idea how much it would cost to
move the electricity to a more favorable location on the property,

Council hears of this they may have expertise available to help the
BHMA.
J. Coan asked about the walkway along the waterfront'. at Clover
Wharf. D. Freni asked C. Raymond about the specific location, and
he answered, that the walkway will extend on the land side of the
building.
D. Freni read a copy of the letter to the City Council declaring
the crane surplus.
Around the McDonald's building there are 45 spaces. 2 spaces may
have to be allocated to the Marina to accommodate the 26 spaces
needed there for recreational boats.
G. LaCombe said that if 2/3 of the building is for patrons, and 1/3
is kitchen area, then the requircnent is 42 spaces.
There is the possibility of 19 more spaces at the former creamery

,J. Simpscn stated that he met with Bob Joseph, Chief Consu]t:ing
Engineer, and D. Hurlbert, from the Planning Department, re:
~reamery parking. He said parking shows on the original bridge
plans and the City should be able to get this area for parking.
D. Freni stated that a ]etLer was sent to the Mass Highway about
this. She feels that we have to go through the process to obtain
this land.
G. LaCombe spoke of the McDonald's building being definitely one
level. The Planning Department will help us on the RFP, and the
parking issue.
G. LaCombe stated thai: when he came over the bridge one night, he
realized that part of the property was visible. He talked about
having a kiosk type of building adjacent to the walkway in the
vicinity of the hydrant, that could house the public restrooms, and
also a spot for some_one to rent boats, or sell tic:k~ts for boat
rides. Possibly incorporate a map on the wall showing the major
roads in the City, and spotting some of the historic sigl'.t,s or
homes.
P. Allen liked the idea as presented by G. LaCombc;.
J. Simpson spoke of the Bait cooler being over near the hoist. He
stated that the State is re<tu:i. red to :'eplace everything as
bef~re the bridge construction. And when they do, there sh<-~:]~.t l.~~

D. Freni asked about the lift. J. Simpson stated that there is a
possibility that we may need another one on the other side. The
thing thai he looked into was a conveyer. He said that we have to
consider safety. They use these in Marblehead and a lot of other
places. C. Raymond said that in Gloucester, where they have the
State pier and have put a lot of money into the facility, they have
the same ho:ist as we have.
G. LaCombe spoke about the land swap. He would like to show the
State that they are getting something very appealing. He asked the
archi tect to show some sma] 1 boats a]ong the floats on the far
side, towards Danvers. These could be rental boats.
G.LaCombe also stated that the Ferryway should be kept green. J.
Simpson explained that it will be easy to get into this area if you
are coming from Beverly. But when you leave you will have to go up
through Goat Hill.
L. Bochynski asked about snow removal. D. Nenman answered that the
snow can be plowed to the green space.
D. Freni stated that the next step is the meeting on January 21
with the City Council. BHMA will present the plans for the
waterfront. D. Freni asked if all agreed that the road across the
Ferryway be eliminated and left as green space. All agreed.
J. Crowell spoke about the idea of moving the sea wall out and
having a new one straight across from the pier to Glover. We could
gain more green space. The sea wall along Clover needs repairs
anyway.
J. Simpson says that going across may not be as expensive as we
think. The Permits may be a problem. If it came to be, they would
use sheet pile.
J. Coan asked why there has to be a restaurant in this area anyway.
D. Neuman explained that we need the revenue. D. Freni explained
that we are trying to get people to come down and enjoy the water,
and what better way than to come for dinner.
G. I, aCombe said that nothing is in writing that the state needs to
px.t things back the way they were. J. Simpson said that we need a
landing place for our floats. D. McPhersfm will meet with someone
from the State and draft a letter if needed.
D. McPherson said that there are about 2 'to 3 weeks to clean up for
the end of Phase I.
J. ,qimpson said that if we could get lhe foundation in this year
fc~r' the bait cooler, i.t doesn't mean that the co~]er needs tc~ be on
this year. The equipment is here now.
D. Neuman said we should move forward with the plans and re-locate
the utilities, have a public walkway along the water, remove Jersey
barrier, keep the Ferryway green, have a boat rental on the side of
the third set of floats, and try to get the Creamery land.
D. Freni said that the State has money set aside for landscaping.
G. LaCombe asked if we could get the money allocated for after
other things are done.
J. Simpson said that there was an original landscaping plan for all
of this. He nixed the islands in the parking lot. B. Joseph and
D. Madden spoke of the landscaping as Phase II, to be done next
spring.
At D. Freni's request there was a round of applause for J. Crowell
in appreciation for the great job he has done on the site plans.
Harbormaster's Report:
D. MoPher'son stated divers are in the water and mooring
contractors are working on the project of cleaning and replacing
some chains and moorings under the floats

G. LaCombe -- New amended budget.
G. LaCombe had a meeting with D. Young. It was an eye opener.
Made out a whole new budget. D. Young explained the Water Ways
Improvemen{ Fund and how to use the money. He thought that
construction of the restrooms could come out of the Waterways
Improvement money.
G. LaCombe will write a letter for the City Counci] explaining the
changes in the budget.
G. LaCombe asked if we could poll the fishermen as to how many
would use the bait cooler. The cost might be $500.00 per year.
P. Allen mad~ a motion to accept the budget with $50,000 for a bait
cooler. $40,000 from the Waterways Improvement Fund for public
restr',o~:s, and $20,000 to move u't. ilities.
D. Neuman seconded, and all approved.

BtIMA member input --- J. Simpson suggested that when we go before the
Council we take the art showing the Ventron property.
G. LaCombe said we need to send a letter to the State re: pier,'
bait coolers, electricity, landscaping, and changing the end of the
road under the bridge, so tl~at ca~s can be parked differently,
allowing for a few more spaces. Another letter to the Mayor and
the State explaining the land swap. G. LaCombe will do both
lelters.
J. Simpson said that most of the Council don't, know how we got
where we are. Someone should go through how BHMA formed, and about
the Harbor' Management Authority. BHMA - Charter' & Ilistory, about
5 minutes.
D. Neuman said we want to protect 3 interests, namely:
Commercial Fishing
Recreational Boaters
Public Access
BHMA should explain that there is now an alternative to the BHMA
building with the Glover property.
The members agreed that the presenters should be D

are trying to get a public walkway to jubilee.
