Rossi G. Whitney opened the meeting. It was announced the primary purpose of the meeting was to obtain a vote to authorize a contract to erect the chain link fence on the Glover Wharf property. G. Whitney and D. Neuman summarized their on-site review of the fence location with Frank Killilea and Lou Bochynski on 6/11/98. It was recommended the fence be a simple, low level structure intended to prevent access to the deteriorating sea wall in that vicinity. Gates should be provided to allow work access to the restricted area and to prevent public access to the marina rest rooms. After both the wooden and chain link fences are installed, the old fence will be removed. No vehicle parking will be allowed on the pier at that time. 27 dedicated marina vehicle parking spaces will be provided on the former McDonald's property. Parking in the marina dedicated area will be allowed by sticker only. The marina dumpster will be relocated to the McDonald's dumpster area. Appropriate signage is required. A motion was made to authorize up to $7000 for a contract to construct the chain link safety fence and associated securety gate to the marina slips. The safety fence is to be approximately four feet high so that it will not restrict viewing over the top. It will run from the existing trash masonry wall to the Glover Wharf building. It will include two lockable gates that are four feet wide. The motion was unanimously approved by those present. Kevin Stotts was invited to provide a summary of the status of his efforts to define a marketing plan for the old McDonald's building. He had met with John Murray to discuss the concept of preparing a marketing brochure at minimum effective cost. Kevin has agreed to provide his services at no cost, but the out of pocket costs for the brochure must be paid by the BHMA. He indicated that he believed an acceptable document could be printed for about $1500. Anything less than that would not be effective in getting attention of his potential clients. It was unanimously voted to authorize up to $1000 to prepare and print a marketing brochure. Kevin will initiate preparation of the material. G. Whitney advised that he had contacted MDEM to see if they couId exert some pressure on Beverly Port Marine to open a portion of the fence adjacent to the water so that pedestrian access to the walkway can be achieved from the city property.
