MINUTES
April 2, 1998
City Hall
PRESENT: R. Badessa, G. Whitney, D. Neuman, V. McGlynn, P. Allen,
C. Raymond, J. Bolden, J. Murray, A. Burns, J. Crowell
GUESTS: L. Bochynski, D. McPherson, T. Cassidy, W. Coughlin, and
interested citizens
G. Whitney opened the meeting.
Public Input - none.
Minutes of previous meeting - changes in the middle of the third
page "M. Handy says it could be trouble - add if not removed".
Top of page 4 - D. Neuman should be Chm. of Public Access.
P. Allen felt that we should clarify the cost per foot at Glover
Marina. It will now be $80.00 per foot.
R. Badessa made a motion to accept the Minutes of the March 5
meeting subject to the changes. C. Raymond seconded. All
approved.
Old Business
10A Sheet Fees - D. Neuman spoke of revising the fee annual permit.
G. Whitney stated that M. Handly wrote a letter to BHMA. requesting
that the fee structure be revised.
D. Neuman made a motion to go along with the City Solicitor's
advice and go with a ($150.00) one hundred fifty dollar fee for
Administrative expenses. C. Raymond seconded. 9 in favor, and J.
Murray opposed.
G. Whitney will write a letter to the City Council.
A. Burns would like to say "no more in the Federal Channel".
D. Neuman says the Permit Committee will come up with some rules.
Marina Fence - J. Crowwll says that the plans went to C. Bradley
for an RFP. Then the plans went to the City Engineer and there
were to be some revisions. The revisions were made and sent back
to the City Engineer's Office.
L. Bochynski will talk to Mr. Bradley.
L. Bochynski stated that the chain link plans are in the process of
being developed.
Facilities Manager - G. Whitney met with the Mayor regarding
management of the facility. He desires a plan to have L. Bochynski
responsible for the engineering aspects. The other portion of that
is to combine the two marinas into one under the Harbormaster. The
Mayor will have a meeting next Wednesday with L. Bochynski, D.
McPherson, and G. Whitney to define.
Fence - T. Cassidy spoke with C. Bradley regarding the fence. He
said that Bids should be out in 14 days. They should be back about
the first week of May.
Utilization of McDonald's - A group met with R. Armstrong of the
Seaport Advisory Council. He was receptive to the ideas. He would
talk to other people. We are now waiting to hear from Mr.
Armstrong.
D. Neuman says that K. Stotts is still interested in helping to do
something.
Mitigation Items - The Mayor says he is not looking for anything
else. What we need to do is to get those slips back into place.
The Harbormaster says we need an easement to get to the floats from
the State. G. Whitney asked M. Handly to get an easement under the
bridge.
The Harbormaster and L. Bochynski will try to put figures together
on how much it would cost to complete this.
D. Neuman made a motion to move forward and put an amount in the
budget for the floats. P. Allen seconded. All in favor.
G. Whitney will talk to M. Handly about getting easements for
parking.
The Mayor sent a letter to the State regarding the Creamery
Property. They sent back and said that they needed more
information. G. Whitney has drafted a letter for the Mayor to
send. The Mayor says that he will handle the fees to make it
usable.
Seaport Council meeting. G. Whitney and the Harbormaster will attend next Tuesday.
Licenses and permits. - The Harbormaster had a meeting re: non-
licenses. The Harbormaster says it is an on-going problem. He has
passed the ball to the State and Federal because of conflicting
licenses. J. Provencal and J. Sprague came from DEP and they
walked the area. G. Whitney says that DEP and USACE are now
talking to each other regarding the problems.
G. Whltney stated that he still only has one policy statement. He
needs more input.
G. Whitney spoke of a tutorial for new members, and we should set a
separate date for this. It was agreed that Wednesday, the 22nd at
the Harbor Center at 7:30 p.m.
FY '99 Budget - G. Whitney will get together with R. Badessa. He
would like to break out in more detail.
D. Neuman brought out that the McDonald building and land side ls
not the responsibility of the BHMA. The Budget is very mixed up.
G. Whitney sent a letter to M. Troubetaris that the BHMA is to be
advised of other activities.
Old Business - Salem is getting 18 Million. Part is to dredge.
55% of the material is not suitable to dump at sea. There is a
survey going on now. One sight being considered is off West Beach.
4 million Cu. Yds. near Misery Island.
A. Burns made a motion that we write a letter regarding the dumping
in our water. J. Murray seconded, and all were in favor.
Harbor Management Plan - J. Crowell was not prepared to discuss the
Plan. We approved a ($500.00) five hundred dollar increase, to
finish the scope. As a subcommittee, it was decided that we should
finish the scope, but not submit to the State for an approved plan.
Use the scope and form our own plan. Submit to the Planning
Department.
D. Neuman made a motion that the Request for Scope serve as a guide
for the BHMA, and not go forward to the State. That the process of
a State approved plan be dropped in favor of an applicable City
Ordinance. J. Crowell seconded and all were in favor.
G. Whitney will wrote a letter to D. Hurlbert because of concern
for scope. Is it a Group or a Committee? It should be the BHMA
supplemented by a few. The Harbormaster, Planning Director, and
maybe 1 or 2 others.
Harbormaster ' s Report - Working on books regarding
Regulations and Procedures. Also working on a Web Site. There is
a boat safety course coming up.
Public Access - C. Raymond says that there wasn't much, but he
didn't realize that DEP were coming down. He asked that anytime
they are coming to please let him know. A. Burns said her also.
G. Whitney stated that a letter went to Stop & Shop. C. Raymond
says that 2 signs are up, more are needed. The signs are required
by Chapter 91.
Licenses and Permits - D. Neuman says a permit is desired by a
resident of 20 Foster's Point. The Harbormaster says that he spoke
to USACE regarding this permit. It is consistent with others in
the area. Barbara McNeil is present. She says that they would
like to go to full water like everyone in the area. She showed
some pictures to members.
Facilities - P. Allen says she is ready to do what needs to be
done.
G. Whitney says that after the Fence removal there wall be a series
of issues as parking.
Planning and Development - J. Crowell stated that we should start
to go after grant money. He will contact the Grant Office and work
with them.
A. Burns stated that there will be a dedication of the Coastal
Access at the Library on May 21. Also Washington's Naval Base
planning a night the same night at City Hall.
P. Allen made a motion to adjourn. D. Neuman seconded. All in
favor.
