Sept 2015 DRB MinutesCITY OF BEVERLY PUBLIC MEETING MINUTES BOARD OR COMMISSION: Design Review Board DATE: Thursday, September 3, 2015 LOCATION: Beverly City Hall Conference Room MEMBERS PRESENT: Chair, William Finch, Sandra Cook, Ellen Flannery, Rachel Matthews, Karen Bebergal and Allison Crosbie MEMBERS ABSENT: None OTHERS: RECORDER: Eileen Sacco Finch calls the meeting to order at 6:30 p.m. OSRD Site Plan Review — 44 and 52 Standigy Street — Thomas Carnevale — RC Real , Trust Crosbie addrresses the Board and explains that this OSRD Site Plan and Definitive Subdivsion plan has been before the Planning Board for its initial review and explains the process. She notes that what is before the DRB is the preferred plan that was approved by the Planning Board and further explains that the plan abuts other open space owned by the City and that has been reviewed by the Open Space and Recreation Committee. She also notes that this prefered alternative will be presented to the Planning Board for Site Plan Review. Crosbie explains that the Beverly Open Space and Recreation Committee has reviewed the plans and notes that access to the Community Gardens is proposed in the plan and the OSRC supports that. She also explained that the OSRC has requested that more of the development be constructed on the Sweeney side of the property to leave more undeveloped space on the site. Cook notes that there is a steep grade behind the house of approximately 90 -70 feet. She questions if they talked about the changing of the hillside. Flannery reported that the developer was trying to work with the Conservation Commission to create and save as much open space as possible. Cook states that she wonders what the steep hill behind the house will look like, noting that would be her only concern from a design standpoint. Crosbie refers to the land grading plan. Finch states that the plan meets all of the criteria and he has no comments. No action is needed by the Board. Draft Design Review Board Meeting Minutes September 3, 2015 Page I of 2 Approval of Minutes The minutes of the Design Review Board meeting held on June 4, 2015 were presented for approval. Cook: Motion to approve the minutes of the June 4, 2015 Design Review Board meeting. Flannery seconds the motion. The motion carries (6 -0). Old/New Business Proposed Zoning Review and Amendment Crosbie reports that the new City Clerk Wes Slate would like to stream line the process for sandwich board signs. She explains that proposal would require a zoning amendment. She stated that she thinks that this would be a good opportunity to look at the language in the ordinance regarding sandwich board signs. Finch agrees stating that he would like to clarify the language regarding sandwich board signs for retail strip malls and second floor businesses. Bebergal stated that she would like to clarify the sizes that are allowed noting that some of the signs are giant. Finch agrees and notes that they are supposed to be 2'x3'. Finch states that he would like the ordinance to prohibit LED signs in the downtown. He notes that he does not like that the Cabot Cinema sign changes every 60 seconds. Cook states that the Cabot Cinema is getting used to new sign and the technology of it. Zoning Board Representative for Design Review Board Crosbie reported that Zoning Board member Joel Margolis may be taking Jane Brusca's seat on the Design Review Board.
