November 19 B&T MinutesNOTES of MEETING MINUTES Board: Golf and Tennis Commission Date: November 19, 2019 Location: Beverly Golf and Tennis Clubhouse, Fireplace Room Members Present: Chair William Lowd, Vice -Chair Martin Lawler, Kevin Ascolillo, Arthur Athanas, Andrew Cooper, Chad Crandell Others Present: GFMI Staff — Steve Murphy, Chris Carter,Dave Dionne. Dan Anastas, City of Beverly - Rob Dever Recorder: Donna Musumeci Opening Remarks: Martin Lawler: Motion to approve the minutes of October 8, 2019 with the following corrections noted below. Arthur Athanas, seconded. The motion carries (6 -0). Correction — under golf course review, page number 2, change green #3 to green #2. Correction —under golf updates, 3 d paragraph, change holes #13 and #14 to holes #11 and #12. Corrections made. Financial Update Report: No changes in clubhouse improvements. There were maintenance expenses, invoice for sprinkler inspections, and invoice for porta - potties. Management Contract — Update: Bill Lowd advised on the RFP for the Management Contract — One bid was received (GFMI).. Proposal currently with upper channels in City Hall for review. Current contract expires end of 2019. Lowd advised trying to get approval by the City Council by the end of the year. Thank you GFMI for the bid. CPC Round 5 Status — Update: MOU for OPM schedule will need to be extended. Bill will be on the docket for the November CPC meeting to request a schedule extension. The company selected has been delayed due to other work for the City of Beverly. Expecting a schedule from the OPM in advance of the November meeting. Golf Course Review: Steve Murphy advised that XGD Systems contract work on Green #2 will need to be rescheduled due to recent weather delays and XGD being backed up with other workload. The work will now be re- sheduled for the spring. Will irrigate greens #4,5,6 and 17 now and use up existing sand material and will wait for spring to order new materials. Rob Dever will work on a maintenance plan for the garage /material storage area and drainage of this area to allow paving in the front of the garage for storage (want materials on paved surface so not to dig up the ground). Dan Anastas to manage tree work around the clubhouse; will have Mayer do the work at $1800 per day for two days for $3600 (stumps) plus $6000 (clean up trees). Martin Lawler: Motion to authorize the stump and tree clean - upwork to Mayer Tree for a total of $9,600. Arthur Athanas seconded. (6 -0). Steve Murphy discussed the environmental company he met with, to work on hole #12's pond, that were very negative. He then met with BSC Group who were very positive and upbeat; advised they could get the work done on the pond. They have worked with Mike Collins and Amy Maxner previously. Chris Carter said it would remove the silt coming into and in the pond. In addition, discussed probing the 18 hole to see what was in it in years prior. A goal is to do some pruning on the pond, but it will take time to do this. The city is not concerned with the pipe under Mckay St. leading to the "Shoe Pond" and is removed from the project list. Clubhouse Projects: The veranda is done, but there is water on the deck. Dave Dionne advised the gutters need to be cleaned out. Rob Dever advised he will close out clubhouse items on page 5 of Bill Lowd's handout. Completion of the MAAP compliance report extended to May 1, 2020. Rob will close out the items for the report. He will put a sign on the bathroom door if need be. Andy Cooper commented with work being delayed, felt something needs to be done with the bathroom; embarrassing to wait another 18 months with its condition. Suggested we carve out the bathroom and complete it separately. Rob Dever said since we don't know what the total plan is going to look like yet, we could end up doing work that would then be taken out. Hard to do projects one at a time under this plan, the whole purpose is to have one plan. Feels we should wait the year and then see. We could do some things that are cosmetic, dress things up a bit, but can't do anything that would become airborne (i.e. removing tiles would disrupt the environment and there is asbestos everywhere). Tennis Courts: Design work completed for replacement of the water pipes. Steve Murphy advised he has no quote on what the construction cost will be. Bids will go out in March. Work needs to be done by May when courts would open for the season. Chris Carter advised that the ice machine has been winterized. Other: Bill Lowd advised the new bench is in the order process for Tim O'Connell and being handled through Bruce Doig's office Adjournment: Kevin Ascolillo: Motion to adjourn the meeting, seconded by Martin Lawler(6 -0).
