Public Meeting Minutes

William Alpine called the meeting to order at 6:00 P.M.
The minutes of the September 19th meeting were approved and accepted as mailed.
The meeting scheduled for October 17 was cancelled due to power failure.
The North Shore Mother Visiting Program has applied for an $80,000 grant to sustain and expand
the program that offers a free universal one -time home visit to new mothers the first year after the
baby's birth. The visit helps identify and address the needs of mothers and infants including a
thorough clinical assessment, guidance on nutrition, breastfeeding and government assistance.
Also includes screening for postpartum depression, anxiety, social connectedness and
evidence of substance use, disorders, and interpersonal violence.
The Health Department and police, fire, emergency management, and public safety will
participate in an "Emerging Infectious Disease Table Top" exercise in January. Each
community within the state has an EDS plan developed for them to receive supplies from the
state. Staff will activate an EDS for mass dispensing to the public. As part of the Public Health
Emergency Preparedness Grant each municipality was provided with the opportunity this
year to either conduct an Emergency Dispensing Site Table Top Exercise focusing on Emergency
Infectious Disease or conduct their standard annual municipal EDS drills.
The Table Top Exercise is designed to bring together key municipal and health care professionals
with the goal of understanding, coordinating and improving the operational response and recovery
from a health emergency scenario.
Governor Baker has put a ban on vaping in the state. Local Board of Health were responsible
for enforcement and site visits were made and letters sent out to tobacco vendors.
Ms. Kirsch discussed the local regulations for body art. Body Art students must have college
accredited skin courses as a prerequisite to acquire a permit from the Beverly Board of Health.
The course would also be for permanent make -up. There seems to be only a few colleges
offering these courses.
Mr. Burke had a few updates for the Board.
Ms. Kirsch, Public Health Nurse, held a first responder flu clinic on September 26 administering
32 vaccines. The public flu clinic was held at the Senior Center on October 15 and 222 vaccines
administered. She also helped at a flu clinic at Beverly High School and 40 doses were given to
the public at which other public health nurses assisted.
There has been several new and renovated food establishments requiring plan reviews and
inspections. The new Whole Foods has opened and pop -ups and temporary food events
continue to increase.
The department is beginning the permit renewal season for the new year. Karen Alpine has
been participating in the program review for a new permit /complaint software and citywide
platform.
The next scheduled meeting is December 19, 2019.
