BAC Minutes-Sep 09 2019-ClerkBeverly Airport Commission Minutes of Meeting September 9, 2019 LOCATION: Beverly City Hall, City Council Chambers, 191 Cabot Street, Beverly, MA PRESENT. Commissioners: Breen, Trefry, Wadsworth, Bessom, Gentile, Dullea, Schlichte, Henry OTHERS PRESENT. Gloria Bullion ABSENT.- PUBLIC: Thomas Sherwood (AERO) Charlene Chase, Ace Chase, Bob Mallard (ASG), Wes Rosen, Tariq Fasheh, (NSAC) Bill Kessleman (NSAC) and John Messenger (NAA), Craig Schuster (ASG), Thomas Bear, (Air Bear) RECORDER: Eileen Sacco A. CALL TO ORDER: Breen called the meeting to order at 6:00 PM. 1. Pledge of Allegiance 2. Public Comment Wes Rosen introduced Mary Martin who works in the Air Traffic Control Tower and reports that she is going to receive an award for her handling of the emergency landing at Beverly Airport last fall. Members of the Commission congratulated Mary on the honor she is receiving and thanked her for her dedication to the airport. John Messenger reported that he has a new tenant Tom Bear owner of Air Bear. He explains that they will be leasing space from him and he is getting the contracts ready. He explains that they will be performing jet maintenance which will be a big asset to the airport. Approval of Minutes The approval of the minutes of the May meeting were presented for approval. Dullea moved to approve the minutes of the May meeting, seconded by Trefrey. The motion carried (6 -0). Finance Report Reading of the Financial Report for April 2019 — Breen presented the financial report for April 2019. Trefry moved to accept the Finance Report, seconded by Dulllea. The motion passed unanimously. 3. Airport Solutions Group, LLC — Crai2 Shuster Craig Shuster updated the Commission on the following items: Wildlife Hazard Assessment/Wildlife Hazard Assessment Plan Epsilon has completed the 12 month long wildlife site surveys. They are in the process of analyzing the information and are preparing a Wildlife Hazard Assessment report. This effort could take a few months to complete. Upon approval from the FAA and MassDOT, Epsilon will prepare a wildlife hazard assessment plan specifically for Beverly Airport. Rehabilitation of Runway 16 -34 Broz Industries was the successful bidder for the project and was awarded the contract in the amount of $1,163,005.00. A preconstruction meeting was held with the contractor, FAA, MassDOT, and ATCT on August 15, 2019. The contractor proposed to complete the project in three days versus 49 calendar days, working long hours with multiple crews. The project is scheduled to start on Sunday, September 8 1h and conclude on September 1 l During this time the airport will be closed to fixed wing aircraft. There will be one additional closure of Runway 16 -34 for pavement grooving and final coat of pavement markings. This will occur 30 days after paving has been completed. ASG will conduct another coordination meeting for this second of work to the start of the pavement grooving and painting. Airport Master Plan Beverly Airport has received the FAA grant for the project and is still waiting for the MassDOT grant offer. The consultant team is in the process of scheduling a project kickoff meeting with the FAA, MassDOT, and BVY Permitting for Perimeter Fence ASG prepared preliminary site plans for the proposed fence line layout and will be scheduling a meeting with the Airport Manager for feedback on the proposed new fence line layout. ASG will be contacting the various city boards and commissions regarding permitting requirements and project scope in Beverly, Danvers and Wenham Permitting for Perimeter Fence This MassDOT FY2019 ASMP project is for the permitting of various airport perimeter fence improvements around the airport. The fence improvement areas include the Runway 9 end ( Approx. 7,100 feet of replacement) and the Runway 16 end (approx.. 1,600 feet of replacement). The scope of the work and the fee schedule has been approved and ASG is working with GZA on the permitting process. 2 Runway 9 Obstruction Removal Following the acquisition of two aviation easements last year, the trees located on two off airport privately owned properties have been removed at the Runway 9 end. The next step is for ASG to coordinate with the FAA to advise them that the trees have been removed. Miscellaneous ASG has coordinated with MassDOT and Airport Manager Bouillon on scheduling BVY's annual CIP meeting to be held at MassDOT offices at Logan Office Center on Friday, September 13, 2019 at 9:30 a.m. Finance Report Bouillon reported that the traffic count for August 2019 was 7,052 and the traffic count for August 2018 was 5,207 which is a 36% increase. Bouillon reported that landing fees for July 2019 were $10,200.00 Bouillon reported that the fuel flowage fees for July 2019 were $7,219 Airport Managers Report FRP for Administration Building Tenant Space Bouillon reported that the RFP for the administration building tenant space is on hold. She reported that there are interested parties. FRP for Non Areonautical Land Development This process is ongoing and there is nothing new to report at this time. Bouillon reported that the RFP for Building 45 needs to be reissued. Runway 16/34 Rehabilitation Schedule Bouillon reviewed the construction schedule for the Runway 16/34 rehabilitation which will take place on Sunday, September 8 — Wednesday, September 11 She noted that there would be no overnight work between Tuesday and Wednesday. New Pedestrian Gates Bouillon reported that the new pedestrian gates installation has been completed on the east and west side. All gate access is by badge only. Noise Complaints Bouillon reported that she has received 5 noise complaints since June. Sub - Committee Reports — There were no sub - committee reports this evening. Adjournment There being no further business to come before the Beverly Airport Commission this evening, Dullea moved to adjourn the meeting, seconded by Trefrey. The motion carried. The meeting was adjourned at 8:00 p.m.
