BAC Minutes-Mar 11 2019-Clerk, FinalBeverly Airport Commission Minutes of Meeting March 11, 2019 LOCATION: Airport Administration Building, 50 L. P. Henderson Road, Beverly, MA, 01915 PRESENT. Commissioners: Brean, Trefry, Wadsworth, Bessom, OTHERS PRESENT. Gloria Bullion ABSENT.- Gentile, Henry, and Dullea PUBLIC: Trisha Nestor, Charlene Chase, Richard (Ace )Chase, Wes Rosen, Nick Burlingham and John Messenger (NAA), Craig Schuster (ASG), Tom Sherwood, A Fuzzy Faulstid, Richard Little, Stephen Bourque, David Graham, Heath Mariden, David Meuse, Joe Gibbons, Tony Bettencourt RECORDER: Eileen Sacco A. CALL TO ORDER: Breen called the meeting to order at 6:00 PM. 1. Pledge of Allegiance 2. Reading of the Minutes for January 2019 — Bessom made a motion to accept the minutes for January 2019. Wadsworth seconded the motion. The motion passed unanimously. 3. Reading of the Financial Report for March 2019 — Breen presented the financial report for March 2019. Trefry moved to accept the Finance Report, seconded by Wadsworth The motion passed unanimously. 4. Presentation: Airport Solutions Group, LLC — Craig Shuster Amanda Atwall updated the Commission on the Wildlife Hazard Assessment that they have been conducting for the last few months. She explains that the airport does a good job managing vegetation to suppress wildlife. She also notes that the area of the fence that is down should be replaced as soon as possible. Atwall explains that there has been an uptick in gull activity and she is aware that authorities are addressing that matter in Danvers. Brean asks if the fence panel that is down is scheduled to be replaced. Bouillon reported that it is being addressed and it is a grant funded project. Atwall reported that there have been no deer sightings in months and coyote sightings are rare as well. Ace Chase reported that vegetation management has been very successful Brean thanked Atwall for her report and thanked the vendors and the staff for their efforts to control wildlife at the airport. Craig Shuster updated the Commission on the following items: Rehabilitation of Runway 16 -34 Design documents are out for review by the FAA, MassDOT, and Beverly Airport. Once comments are received ASG will update the design documents and prepare them for bidding. He expects the project to go out to bid in April in order to meet a May 1, 2019 FAA grant deadline. Construction is expected to occur in the fall of 2019. Runway 16 -34 is expected to be closed for 49 days. Airport Master Plan ASG coordinated and attended a scoping meeting with BVY, MassDot, and the FAA for the Airport Master Plan on January 11, 2019. ASG is finalizing draft scope of work and associated fee and will submit for review by the FAA, MassDot and BVY within the next couple of weeks. Chairman's Report Brean reported that the airport is reporting strong numbers for January and February 2019 with an increase of 1,333 flights in January and 360 in February. Brean also noted that he looked at the Beverly Airport website and reported that it looks great. He thanked all involved in the revisions to the website and noted that it is a big improvement. Brean gave the floor to Wes who made a presentation to Channel 7 News pilot in recognition of his 25 anniversary of flying. OLD BUSINESS: Sub - Committee Reports — There were no sub - committee reports this evening. New Business Update on RFP for Administration Building Tenant Space Bouillon noted that this is ongoing. Financial Report Bouillon reported that there is additional spending in the unemployment line for the previous Airport Manager. She notes that the maximum payout is unknown. She explains that the funds are being allocated from various accounts and a freeze on spending has 2 resulted on most accounts as a result of this. She further notes that they are working with the city on this as they have an unemployment account for such reasons budgeted for 2019. RFP for Non Aeronautical Development Bouillon reported that she has referred to the City Purchasing and Planning Department and is waiting to meet with the Mayor on this proposal. Wenham Annual Taxes Bouillon explained, according to the FAA, the tax rates at which we are charged is allowed for commercial, industrial and open space as long as the rate is not higher than the tax rate is allowed at a Federal level. State law may allow an exemption. Bouillion is awaiting advice from Mass Aeronautic counsel. Airshow Update Bouillon reported that she has been notified by the organizers of the Airshow that it is not likely that they will have the airshow in 2019.
