Margolis Ida Beaver, Recording Secretary BEVERLY GOLF & TENNIS COMMISSION 134 McKay Street BEVERLY, MASSACHUSETrS 01915 February 16, 2004 Minutes of Monthly Meeting February 11, 2004 Present: John Kcnney, Chairman; Michael Pierce, Vice Chairman; Martin Lawler; and Elliott Margolis. Absent: Eileen Duff Guests: Peter Fontaine (Business Manager for Johnson Golf Management); Peter Iovanni (President of the Men's Association); and Gary Lambert (New Commission Appointee) Call to Order: Mr. Kenney called the meeting to order at 7:03 pm and welcomed the guests. Next, a motion was made by Marty Lawler to accept the minutes of the previous meeting of January 21, 2004. Mike Pierce seconded the motion, and it was unanimously approved. Facilities: The Monthly Income and Expense Reports for January were handed out. Mr. Lawler noted that there was an ending balance of $47,293 for January, and that the water leak downstairs had been repaired. Mr. Kenney then asked for a motion to accept the Monthly Income and Expense Reports. The motion was made by Marianne Doane and seconded by Mike Pierce and passed with all in favor. Next, Mr. Kenney said that not very many people had rented the new lockers last season and that he spoke to Doug Johnson and suggested that they either give the lockers for free or charge a low fee this year just to get people to start using them again. Mr. Kenney then passed out a copy of the letter to Ray Bouchard asking him to implement phase two of the capital repairs. Mr. Kenney said that the next step would be for him and Marty to sit down with John Dunn and talk to him about the Enterprise fund and what the budget is for next year and what the capacity is for bonding. In addition he said that the City Council asked that the Commission present them with some ideas for financing of the repairs or replacement of the pool. They suggested that the Commission could talk with Mr. Dunn regarding possible bonding for $20,000 or $30,000 for repairing the pool. Elliott felt that spending $30,000 for repairs would only be putling a band-aid on the pool problems. He suggested that the pool should be closed, because what is needed is a new pool that is ADA compliant. Mr. Kenney said that the City is not ready to close the pool and is asking the Commission for ideas. Therefore, he Beverly Golf & Tennis Commission Minutes of the January 2004 Monthly Meeting Page 2 of 2 will sit down with John Dunn and Bruce Doig and try to come up with some options for the pool. Policy and Grievance: There were no more requests for leaves of absence. About 120 names were called on the walt list to fill 40 openings. Old Bnsiness: The subject of the tee times and the guest policy came up at the meeting with the Mayor and he seemed satisfied that a decision was made and agreed among the members, and they don't need the Commission to make a policy for them. New Business: Next, Mr. Kenney announced that he sent requests in writing to the Mayor to reappoint Mike Pierce and Marty Lawler to their positions as Commissioners. Mr. Kenney handed out a copy of the court decision allowing Friel back into the lawsuit. Ms. Donne suggested that the trees need trimming especially on the first hole, and that if should be done now while the ground is still frozen so that there would not be any damage caused by tracks. What is the possibility of getting some estimates? Marty suggested asking the City, and Marianne agreed to ask the public works department. Peter agreed that this is the time to do it. He will also get some estimates. Marianne offered to send a letter to the Mayor asking if he would like the Commission's input on this year's free Golf Outings. The Commission would look at the requests and a give him suggestions as to a priority list. Peter Iovanni asked if the Commission had ever voted on when the membership dues had to be paid. For thirty years the membership dues were paid in two payments. The first payment was due on January 15th and the second payment was due on March 15th. Last year Johnson Golf changed this policy to one payment due on January 15th. He said it was a shock to most members when they learned that this year they had to have their memberships paid in full by January 1st. A motion was made by Marty Lawler to take this up with Roy Gelineau. Marianne Donne seconded the motion, which passed with one abstention. John asked Marianne and Mike to ask the City Solicitor to look into the contract and get his opinion on that change. Adjournment: Marianne Donne made a motion to adjourn the meeting at 8:00 p.m. Many Lawler seconded the motion with all in favor.
