Minutes of Monthly Meeting
October 8, 2003
Present: John Kenney, Chairman; Michael Pierce, Vice Chairman; Marianne Doane;
Kevin Hobin; and Elliott Margolis
Absent: Eileen Duff, Donald Jones and Martin Lawler
Guests: Peter Iovanni (President of the Men's Association); Doug Johnson (Johnson Golf
Management); Ray Bouchard (Beverly Building Commission); and Bob Munroe (City
Solicitor's Office).
Management Contract:
Mr. Kermey called the meeting to order at 7:04 pm at which time he asked Ray
Bouchard to give an update on the Veranda project. Mr. Bouchard stated that the project
was complete except for the installation of the lockers. He also said that the Public Works
Department will pave the area next to the building, and they have cleaned the catch
basins and the discharge pipe that leads to Bass River. He noted that the whole drainage
system needs to be revamped, but in the meantime it is functional since the pipe has been
cleaned and it takes most of the water away. Also, the outside edge of the men's shower
room rug was soaking wet. He suggested that an internal pipe might be leaking. Mr.
Kenney said that Peter Harrison should check it out to determine if a plumber might be
needed. Mr. Kenney asked Mr. Bouchard for a breakdown of the entire costs of the
project including all added unforeseen expenses. Mr. Bouchard reported that the
contractor's costs up to now are $647,334.48, not including the engineering costs. He
also said that the cost was higher than the original estimate because were two change
orders, one in the amount of $45,857.35 and another in the amount of $47,047.13. He
said that Many Lawler should have copies of the change orders, but if not Tom Durkin
could provide them. They show the breakdown of expenses. Mr. Kenney and the
Commission thanked Mr. Bouchard for a job well done.
Mr. Pierce made a motion for the Commission to go into executive session to discuss
the pending Friel litigation with Assistant City Solicitor Bob Munroe. Mr. Margolis
seconded the motion, and Mr. Kenney took a roll call vote that was unanimous.
Facilities:
The Monthly Income and Expense Reports were handed out and a motion was made
by Mr. Margolis to accept these reports. Mr. Pierce seconded the motion with all in favor.

Mr. Kenney passed out a letter that he sent to Paul Gaunci, President of the Beverly
City Council last year that included a recommended increase of 5% in the permit fees for
2003. Along with that he passed out a copy of the greens fees and cart fees for the
previous three years. After some discussion, it was proposed that a 2.05% increase for
residents for the 2004 season would bring an individual permit for a Beverly resident to
$1,500 and a 5% increase for non-residents would be $2,200. The City's 60% share of all
the increases would be $78,500. A motion was made by Marianne Doane to accept these
rate increases. Mike Pierce seconded the motion. The motion passed with three in favor
(Marianne Doane, Mike Pierce and John Kenney), and two opposed (Elliot Margolis and
Kevin Hobin). Mr. Johnson also proposed the 2004 greens fees and cart fees. A motion to
accept the fees was made by Kevin Hobin and was seconded by Marianne Doane with all
in favor. Mr. Kenney will send a recommendation letter to the City Council for approval
of the increases.
New Business:
Elliot Margolis read a letter to the Commission from Mrs. Wouk whose property abuts
the Golf course. In the letter she stated that golf balls frequently land on her property
causing damage. He also passed around photos of her damaged patio table, which she
would like to have replaced. Mr. Kenney said that her recourse would be to go to City
Hall and submit a claim with the City Solicitor. The Commission is not empowered to
compensate individuals for claims of damages. Mr. Kenney said he would send the letter
to City Council so that it could be handled through proper channels. The Commission
agreed that in the future there should be a discussion of some sort of protective netting
that could be installed next spring.
Next, Mr. Kenney read a letter to Johnson Golf Management from the Beverly High
School golf team thanking Mr. Johnson and his staff for the support provided to them
during the 2003 season. Johnson Golf also donated hats to the team, and the success and
strength of the team was due directly to his support. The coach and all of the team
members signed the letter.
Marianne had some amendments she wanted made to the previous months minutes,
but due to the lack of time, this matter will be discussed at the next meeting.
Adjournment:
Kevin Hobin made a motion to adjourn the meeting at 9:15 p.m. Elliot Margolis
seconded the motion with all in favor. Thc next regular Commission meeting is
scheduled for Wednesday, November 12, 2003, at 7:00 p.m. at the Beverly Golf &
Tennis Club.
