Minutes of Monthly Meeting
September 10, 2003
Present: John Kenney, Chairman; Kevin Hobin; Martin Lawler; Marianne Doane;

Call to Order:
Mr. Kenney Called the meeting to order at 7:05 pm at which time he asked ail ~
attendance to proceed outside to tour the 9t~ hole to survey the condition of the course and
to see what further maintenance is needed. Mr. Johnson suggested that the tees on the 9~'
hole might be extended. It was noted that the sand traps need to be dug out and replaced
with new sand, and that edging the traps have caused them to become larger over the
years. The greens have been aerated and the holes have been filled with sand.
Upon returning to the clubhouse, Mr. Jed Lowrey handed out a sample marketing
report from On-site Insight with samples of long=range capital plans. He explained that
his company does inspections of properties to help owners and managers to understand
the physical conditions, their immediate needs for repair and replacement, and long-term
costs. After they identify all of those components they put them on a spreadsheet along
with a narrative and photos and develop a cost and a planning report.
Many Lnwler asked if the Gale report could be incorporated into the On-site Insight
long-range plan. He also asked what this service costs. Mr. Lowrey said that it would
depend on how many buildings there were, but he estimated that it would be somewhere
between $5,000 and $7,000.
Marry Lawler made n motion to request a proposal from On-site Insight to provide
long-range capital services, and John will provide them with a copy of the Gale report.
This motion was seconded by Marianne Doane. The motion was carried with one
abstention by Elliot Mnrgolis.

A motion was made by Mike Pierce to accept the minutes of the meeting of August
13, 2003. Marianne Doane seconded the motion, and it was approved with all in favor.
Management Contract:
John Kenney handed out a copy of the August 13th USGA report along with a letter
from Doug Johnson to the Commission summarizing the visit. Mr. Johnson felt that
major capital expenses are needed to improve the course. He suggested that the
Commission hire and architect to visit the golf course and develop a master plan for
prioritizing the improvement projects. John Kenney stated that along with the Gale
Report, a long-range capital building plan and a long-range capital plan for the course
were necessary. Mr. Johnson stated that he knew of some golf course architects that he
would recommend.
Marty Lawler made a motion for Doug Johnson to request three bids from golf course
architects. The motion was seconded by Elliott Margolis and passed with all in favor.
Next, John brought up the problem of the Canadian geese on the course and wanted to
know what Johnson Golf Management was going to do to solve to the problem. Doug
Johnson expressed interest in ridding the course of geese. Mike Pierce offered to talk to a
friend of his who owns a dog to see if he would be willing to bring the dog to chase away
the geese. He will advise Doug Johnson how this service would cost and how often it
would be required.
Facilities:
Marty Lawler.discussed the Monthly Income and Expense Reports. He noted that the
operating budget has a balance of about $75,000. Mr. Bruce Doig of the Beverly
Recreation Department talked about the repairs that were needed for the swimming pool.
He obtained an estimate from Ocean Pool Services for adding two drains (the bottom
drain does not work), along with new piping to the pump room, also upgrading the filter
system, replacing the pumps with a larger pump and new piping, along with tiling and
repainting the pool. The total estimate came to approximately $30,000. Next he talked
about the ADA requirements that include, wheelchair access to the bathroom, sinks,
showers and toilets. Putting a ramp into the pool could cost about $2,000. He also said
that an awning was needed for shade, and heavy metal lawn furniture should replace the
plastic tables and chairs that crack and blow over into the pool. He also felt that a
dedicated telephone line should be installed for emergencies.
It was agreed that the repairs to the drain and fixing the leak is required to bring the
pool up to code along with the ADA issues. It was also agreed to get other bids for
bringing it up to code. Marty offered to speak with Tom Durkin to see if the emergency
fund could be used. Mr. Doig said that this work needed to be done in order for the
Recreation Department to run the pool next year.
A motion to accept the Monthly Income and Expense reports was made by Marianne
Doane, which was seconded by Kevin Hobin and passed unanimously.

Doug Johnson passed out the proposed green fee rotes for 2004 for the Commission to
look at and vote on at the next meeting. Marry offered to find out what the CPI change
was for September 2002 to September 2003.
Old Business:
John Kenney annou0ced that Citizen's Day is traditionally the first Sunday in October,
which is October 5, 2003. He will send notices to the newspapers about the event. There
will be a shotgun start at 8:00am. The fee for residents will be haif price that day and
people will be able to sign'up immediately. Permit holders will be able to play golf in the
atternoon with a 1:30 shotgun start.
New Business:
Marry proposed that there should be a formal public dedication of the veranda in
recognition of its completion. He said that it would be good PR for Johnson and good PR
for the Ci~. The Commission agreed to have a ceremony on Citizen's Day at 12:30
between the two shotguns. John will invite the Press and the City Council and ask the
Mayor to cut the ribbon. Light tefTeslunents will be served.
Marianne stated that a reporter contacted her from the Beverly Citizen who
wanted to know how things were going with the new golf management company. She
told them that things were going well; that the Commission and Johnson Oolf were
working together to make the course great; that we were looking at capital improvements,
that the USDA looked at the course and gave some suggestions. She told him that we had
a reaily tough year as far as weather goes, but we have rebounded, and maybe they would
like to come down and see the course. She gave a lot of positive press, and she thought an
article might show up in the next edition of the paper.
Adjournment:
Marry Lawlor made a motion to adjourn the meeting at 9:00 p.m. Marianne Doane
seconded the motion with all in favor. The nex~ regular Commission meeting is
scheduled for Wednesday, October 8, 2003, at 7:00 p.m. at the Beverly Golf & Tennis
Club.
