Minutes of Special Meeting
April 30, 2002
Present:
John Kenney, Chairman, Michael Pierce, Marianne Doane, Kevin Hobin, Elliott Margolis,
and Donald Jones.
Absent
:
David Lang, Martin Lawler and Lawrence Nelson.
Guests
:
Bill Coughlin, (City Councilor).
Call to Order:
Mr. Kenney called the meeting to order at 7:35 pm. He welcomed all those who were in
attendance. He then handed out to the Committee a copy of the letter to Raymond Bouchard, Chairman of
the Building Commission letting him know that the Beverly Golf & Tennis Commission voted
unanimously to request that the City issue a bond to fund the capital repairs as outlined the Gale report.
Also included with that letter was the Permit Holder Rate Increase spreadsheet. Next he handed out the
Mayor’s Municipal Membership policy regarding adding slots to the wait list to attract new businesses to
locate in Beverly. The Commission was also handed out a copy of the letter from Tom Durkin regarding
the budget for the Enterprise Fund, along with a draft of the Beverly Golf and Tennis Rates Analysis. All
of these documents have been attached to these minutes.
Rules and Regulations Handbook:
Mr. Kenney announced that this “special meeting” was being held for the sole purpose of
addressing the Rules and Regulation Handbook. All other business will be discussed at the regular monthly

meeting on May 8. The Sub-committee met and came up with three changes to recommend to Johnson
before approval by the Commission. These amendments are as follows:
D. Use of Facility
3. No one is permitted to bring food or alcoholic beverages onto any portion of the premises including
the golf course, parking lot and clubhouse with the exception of light snacks, fruit soda and water
on the golf course when golfing. Proper disposal of any rubbish is required.
E. Tee time procedures
2. Any permit holder who has reserved a tee time must give at least 48 hours notice of cancellation.
Management reserves the right to impose a cancellation charge and or loss of tee time reservation

privileges for failure to play or properly notify of cancellation. Inclement weather conditions the
day of the tee time allows for cancellation with no penalty.
H. Penalties
1. The first violation will result in a one-month suspension of permit holder privileges. Permit fees
for suspended time shall not be refunded. The decision shall be made by Johnson Golf
Management with the approval of the City of Beverly Golf and Tennis Commission.
A motion was made by Don Jones to accept the amendments, which was seconded by Kevin Hobin.
However, Mike Pierce brought up some other amendments which he felt needed to be discussed. He stated
that the 5:30am start time might be too early. That the noise of the golfers along with the lawnmowers
might disturb the neighboring residents. He made a motion to amend the hours of operation to read, “No tee
time shall be allowed before 6:30am. Marianne Doane seconded this motion with all in favor.
Next, Mr. Pierce suggested that under the Junior Golfers section where it reads, “A junior golfer under the
age of ten must play with an adult,” should be changed to “A junior golfer under the age of 12 must play
with an adult.” Marianne Doane then made a motion to change the junior golfer tee time reservation from
one (1) day in advance to three (3) days. Mike Pierce seconded this motion with all in favor.
A discussion was begun in regard to the rules on penalties, however because it was getting late, Mr. Pierce
made a motion to table this discussion for now and that is should be brought up at the next meeting.
Marianne Doane seconded this motion. This motion was unanimously accepted.
Adjournment:
Mr. Pierce made a motion to adjourn at 9:30 p.m., which was seconded by Ms. Doane with all in
favor. The next regular monthly meeting of the Commission is scheduled for May 8, 2002.
