Minutes of Special Meeting
March 21, 2002

Call to Order:
Mr. Kenney called the meeting to order at 5:10 pm. He thanked the City Councilors and
for attending this special meeting to view the conditions and repairs that are identified in the Gale Report.
Peter Harrison introduced himself to the group and stated that Johnson Management has made him
responsible for the buildings. Mr. Harrison led the tour. Mr. Kenney advised the group that they would not be
able to visit the maintenance building, but they should be aware that it is not structurally sound. The Gale
Report indicated that it should be replaced, not repaired.
Mr. Harrison pointed out the damage to the veranda roof, caused by heavy winds and rain over the
years, and stated that looks like it may collapse. Temporary beams and posts have been installed to shore it up.
Also, the deck is unsafe due to water damage and the water seeps into the men’s locker room below. Mr.
Bouchard advised that the original Gale Report did not consider the decayed posts and weakened concrete, so
that the estimates for repairs to the veranda are understated. Mr. Bouchard said that since the building is on the
historic register any repairs would have to bring the building back to the appearance it had when it went on the
register. It was suggested that there might be a possibility of obtaining funds from an historic preservation
agency.
The group was then led inside and down the stairs to the men’s locker room to view the ceiling that
was rusted away due to the leaks in the veranda and the rotted floor above. A plywood patch was used top keep
the decaying concrete from falling into the locker room. Mr. Harrison showed the group a section of steam pipe
that had been repaired three times since January at a cost of over $5,000.
The group was then escorted to the McKay Street side of the building. The area under the leaking
veranda has several buckets strategically located to catch the water dripping through the ceiling. There was
water on the floor in several areas of the basement. The group saw the multitude of electrical panels that the

Gale Report recommends be modernized into one system. Mr. Harrison said that the boilers are in great shape
and that they were fairly new, but the piping is old cast iron and in need of replacement.
The group made its way outside again to view the several patches on the veranda deck and to view a
test hole which revealed several different layers of wood, concrete and asphalt.
Back inside, the dining rooms were noted to be in nice shape. Mr. Kenney stated that a handicap
access ramp had been built, but the building lacks and elevator leading to the upstairs, so the facility is not ADA
compliant. The group made its way up the stairs and viewed the Bar, Function Hall, Kitchen and Ladies Locker
Room which were all in good shape.
It was noted that a meeting of the Facilities Sub-Committee would be scheduled for next

Wednesday, March 27 to discuss the Enterprise Fund with Tom Durkin. The Commission is interested in
having the City fund the capital repairs with a bond that can be repaid with receipts from management
contract.
