Minutes of July Monthly Meeting
All members were present except Mr. Altshuler, Mr. Crimmins, and Mr. Hobin.
Others: Mike Farrell, Arthur Orechia, Jim Modugno, Jay Leonard, Tim Flaherty, and
Marc Fortier - Salem Evening News.
Mr. Kenney called the meeting to order at 7:30 p.m. Mr. Walo made a motion to accept the
minutes of the last meeting. Mr. Bennett seconded with all in favor.
Committee Reports:
Facilities: Jim Modugno, a neighbor to the practice range, attended the meeting to have
some discusion with the commission. Mr. Modugno feels that the problem with people
hitting golf halls onto his property is somewhat under control. He thanked the commission as
well as the Beverly Golf and Tennis manngement for all their efforts. He commented that it
usually seems to be a problem when there is a function going on. He also made some
suggestions: possibly installing a driving cage so people can warm up with woods and long
irons; a rope to keep players from moving too far down range; or possibly changing the
signs so people won't want to hit so far, Mr. Farrell reported that he has another new sign in
his office that will be installed soon to remind players of the short distance.
An updated Gale Report was distribute. Due to the extent of deterioration to the veranda,
which has also traveled down through the floor into, the men's locker room, Gale suggests
that immediate repair and waterproofing be done to minimize any additional damcge. The
approximate cost will be between $115,000 and $135,000 to do all necessary repairs to the
veranda, the men's locker room, and waterproofing of the veranda floor to deter any further
damage. Ray Bouchard - Chnirman of the Building Commission, and Tim Brennan-
Building Inspector have both received copies of the Gale Report dated June 20, 2001. The
next step is to get specifications for the work to go out to bid. The Gale Report suggests that
this should be completed before the end of the year. Not only is this deterioration damaging
the building more and more, but this is also becoming a safety issue.
Tim Flaherty - Chairman, City Council questioned if Mayor Scanlon was aware of the
veranda issue. He is also unsure where this type of money would come from. A bond may
be the answer since the club does not have an enterprise fund, and he doesn't think there is
enough money in the "unforseen" fund to cover this. Currently the BG&T capital
improvemnets are not on the city's list for FY 2002, but with the safety issues at hand,
something will need to be done sooner.

Mr. O'Leary made a motion to send the Gale Report to Mayor Scanlon along with a
recommendation from the commission that this needs to be taken care of as soon as possible.
Mr. Bennett seconded with all in favor. The motion was carried unanimously.
Since the July meeting, emergency repairs to the dumb waiter needed to be done. The door
on the landing in the basement was missing, which meant employees could potentially stick
their heads into the shaft to locate the dumb waiter. The cost to the City was $3,788.00. The
Board of Health also shut down the ice machine since a part in the bin was leaking rusty
water, and contaminating the ice. The bin was replaced at a cost of approximately $1,800.00.
Mr. Bennett made a motion to approve these emergency repairs. Mrs. Murphy seconded
with all in favor.
Policy & Grievance: The commisson continued discussion on deposit refunds to those on
the waitlist. The commission discussed the possibility of using gift certificates instead of cash
refunds. Mr. Flaherty raised the concern that some people would give up their spot because
they cannot golf any longer and cannot use a gift certificate. It was pointed out that Mr. Call
does not want his deposit back because he can't golf, he wants it back because he feels he
will not be able to golf by the time he becomes a member. Again, the commission's goal is
to cut down the current waitlist of 480 people. Mr. Flaherty also questioned the ratio of
resident vs. non-resident permit holders. Mr. Farrell stated that it is currently about 150 non-
residents and 150 residents. Mr. Flaherty would like to see more residents become permit
holders since the City of Beverly owns the club, and it should benefit the taxpayers. The fact
that the golf course is federally funded was brought up. Mr. Leonard from Friel Golf brought
up the fact that if we have more Beverly residents (with a 25% discount), that there will also
be less revenue brought into the management company. Mr. Modugno questioned whether
the leave of absence policy was increasing the waitist. If a lot of leaves are granted then
fewer people come off the waitlist when the leaves return. The commission commented that
there are very few leaves, and that would have no effect since the number of 300 members is
not that strict (it could be 304 or 298 etc.). Mr. Walo made a motion to table this issue until
the next meeting. Seconded by Mr. Bennett with all in favor.
Arthur Orechia reported that the Wednesday permit holder time change from 10:00 AM -
2:00 PM to 9:00 AM- 1:00 PM seems to be working out well The change is experimental
and will be reviewed again at the end of the summer.
Ms. Murphy reported that she is still waiting for Marshall Handly, City Solicitor, to review
the Policy Handbook.
Budget, Audit, uud Loug Rauge Planning: Mr. Kenney reported that he is scheduling a
time to meet with John Dunn, City Finance Director, Mayor Scanlon and Building
Commission Chairman, Ray Bonchard to discuss the budget request that was approved at the
May meeting.
Mr. Kenney sent a letter to Marshall Handly, City Solicitor, in regards to the 2002 rate
increase for permit holders. The letter requested the solicitor's opinion on whether non-
residents could be charged more than residents since some federal funds were used to
purchase the club.
Old Business: Nothing to report.
New Business: The commission discussed the idea of opening the pool to the public for a
free swim during homecoming week. Mr. Bennett made a motion to request Friel Golf to

the pool to the public every day from 4:00 PM to 8:00 PM for the whole week. Mr. Walo
seconded with all in favor.
The commission approved Nicholas Finare for a leave of absence.
Sales Report: Mr. Farrell submitted the June Sales report.
Mrs. Murphy made a motion to adjourn the meeting at 8:45, and was seconded by Mrs.
Grimes with all in favor.
The next regularly scheduled meeting will be August 8, 2001 at 7:30 p.m.
