The meeting was called to order at 7:35 p.m. The Commission will ,rate the bidders based on the Evaluatory Criteria then Chris Bradley will open the envelopes for the cash bids. The Commission members will then make a recommendation to Mayor ScanIon and the Mayor will ultimately choose the bidder. John Kenhey: Exedlent bidders. All qualified. Rated them as follows: Friel - Highly Adv. Palmer- Adv/Highly Adv. Johnson - Adv/Highly Adv. Elizabeth Murphy: All three qualified. Rated them as follows: Friel Palmer Johnson Dennis Crimmins: All qualified. Rated them as follows: Fdel Palmet Johnson Jack Altshuler: Feels the club has been extremely well run. Rated them as follows: Friel Johnson Palmer (with a substantial margin between them.) William Walo: Feels Friei has done a great job for the City. Rated them as follows: Friel Palmer Johnson Patricia Grimes: Feels they are all qualified. Rated them as follows: Friel and Palmer tied Johnson ]ames O~ary: All are qunli~ed. Rated them as follows: Friel Palmer Johnson Louis Bennett: Feels Friel has done a tremendous job, Palmer:s presentation was impressive and Johnson is a hard worker. Rated them as follows: Friel Johnson Palmer **All Commission members expressed concern regarding turnover in Management with the Paimer Group. This session closed. Mr. Bradley will take the evaluation sheets. A motion was made by Mr. Altshuler to recess for 15 minutes. Seconded by Mr. Kenney with all in favor. Mr. Bennet called the group back into session. Mr. Bradley added the ratings: Friel Johnson Palmer The envelopes opened by Mr. Bradley. Johnson 1999-2003 $600,000 per year. 8 Highly Advantageous 4 Highsy Advantageous 1 Highly Advantageous March31, $100,000, April 30, $100,000, Jun~ 30, $100,000 and September 30, $100,000. Palmer 1999 $700,000. 2000 $500,000. 2001-2003 $550,000. I2 monthly installments. Friel 1999 $500,000. 2000 $513,000. 2001 $525,000. 2002 $538,000. 2003 $552,000. 5 oqual payments: Feb, Mamh, April, May and June. Mr. Dunn will do the calculations tomorrow. The Commission will now make a :recommendation. Mr. Altshuler made a motion that based on quah'floations of 2-1 the City award the bid to Friet Golf Companies. Mr. Walo seconded. Mr. Calmrains wishes to take issue with Mr. Altshuler and Mr. Walo. He feels the high bidder should be considered. Mr. Walo is concerned about the history of Johnson. Mr. Kenney reminded the'Commission that the Palmet Group also included pm shop renovations, sprucing up the 19th hole and sinage and tee markers would be done at no cost to the City. Palmet is actually bidding more :than Johnson. Mr. A!tshuler stated that 30B section 5 allows the Commission to vote for the Friels because he paid his dues, whose bid is still in the ballpark, etc. This is a subjective vote and the Friels have done a wonderful job for the City. Mrs. Murphy feels that money is an important part of the vote and there is no doubt the Friels have done an excellent job but there is also no doubt that Palmer could run this Mr. O~.ry thinks the best interest of the City of Beverly would be to vote with the Friels. Mr. Bennett maintained all are qualified but watched Friel put $453,000 of their own money into the facility in the beginning. They have gone beyond what most businesses would do. Back to Mr. Altshulees motion; all in favor, 4. Mr. Kenney made a motion to recommend the Palmer Group to the Mayor. Mrs. Murphy seconded with 4 in favor. The vote of 4 Friel and 4 Palmer will go to the Mayor. Mr. Crimmins made a motion that narratives go to the Mayor along with the results of the vote. Mr. Kem~ seconded and after some discussion the motion was withdrawn. Mr. Altshuler made a motion to adjourn the meeting, 9:10 p.m. Mr. O1,eary seconded with all in favor.
