2001-10-04CITY OF BEVERLY PuMic Meeting Minutes BOARD: Design Review Board SUBCOMMITTEE: DATE: October 4, 2001 BOARD MEMBERS PRESENT: Debbie Hurlburt & Jennifer Palardy BOARD MEMBERS ABSENT: William Finch, Doug Hating & Margaret O'Brien OTHE. RS PRESENT: RECORDER: Diane Presutti Ms. Hurlburt calls the meeting to order at 6:45 p.m. 1. Connelly Brothers - Sam Fonzo Drive / Site Phn Review Stephen Connolly IV, Harry P. Samolchuk III and Atty. Mark Glovsky approached the Board representing Connolly Brothers Construction. Mr. Glovsky begins stating that Connolly Brothers Construction wishes to construct a four story business office building on Sam Fonzo Drive. The property is in the IR Zoning District and all plans to be presented this evening are in compliance with zoning; therefore no variances are needed. He states that the occupants will be Electric Insurance which currently leases two separate buildings in Beverly. This building will enable Electric Insurance to consolidate their employees into one building. Mr. Connolly continues by describing the lot of 28 acres. This location is easily accessible to Rts. 128 & 97. There will be running trails and possible expansion in 5 - 15 years. They wish to start construction in June of 2002 running through September of 2002. Occupancy will take place in November of 2002. Mr. Samolchuk approaches the Board with design drawings of the building. He states that efficiency is an importaut factor in the design. The design consists of two rectaugles, precast windows of reflective glass bluish in color and an elevator. The exterior will be a brown stone appearance. The rear will have loading docks and n patio. The exterior will have two silver aluminum columns with a two story atrium. He also explains the photometric lighting. It will be relatively low for security reasons. He presents a drawing of light measurements to the Board. Page 2 The landscaping will have a grass buffer around building. The Islands will be junipers, evergreens, white birch, rhododendrons etc. He states a minimal amount of mulch will be used. He also assures the islands will consist of grass. Ms. Palardy states her concerns regarding existing vegitation from abutters. Mr. Connolly continues by explaining wetlands on the property. There are Federal Wetlands on one side of the property and ledge on the other. They feel building into the lodge will result in a cliff causing safety issues. They moved the building 15' from the wetlands to allow sufficient parking. The parking currently allows one more space than zoning ordinance requires. Mr. Connolly also states there will be a well for watering. He also states a sidewalk will be placed around the perimeter. He states a possible 24 SF sign may be possible but no signas are currently on building designs. Ms. Hurlburt states she likes the design. She also suggests little bark mulch and more grass on the islands. Ms. Palardy asks the Board for any further questions. She motions to accept Site Plan Review, seconded by Ms. Hurlburt. Motion carries 2-0. Meeting adjourned at 7:45 p.m.
