Dunkin Donuts / 110 & 112 & 114 Elliott Street - Site Plan Review Attorney Mark Glovsky and the applicant appear before the board. Glovsky states the applicant has already been before the Design Review Board however, he has acquired another parcel and has changed the site plan as a result. Glovsky states the new plan provides more parking (21 parking spaces tiom 17) and provides space for 12 cars in the drive-thru (formerly 8 cars). Glovsky states there was concern regarding stacking cars in the drive-thru and he believes this is now a better plan. Glovsky states the building footprint is now 2,576 square feet (formerly 1,790 square feet) and adds that the reshaped building will allow for better traffic circulation. The cars in the drive-thru will stay away from the easement to the phyground and the applicant intends to provide more landscaping. Glovsky states the signs and lighting are not changing and again states the new plan is a vastly improved plan. Haring informs the applicant that no mere than 1/3 of the window shah by occupied by paper signs. The applicant responds that he will comply. The applicant states he will provide landscaping for the island instead of concrete. There is discussion regarding non-internally illuminated signs. Glovsky states if the Design Re. view Board prefers non-internally illuminated signs; the applicant will adhere to that wish (three signs). Palardy moves to approve the site plan review contingent upon the applicant providing landscaping in the island and non-illuminated exit/entrance signs, seconded by O'Brien. All in favor, motion carries. 2. Vincent?s Gallery of Floral Desilzn / 136 Dodge Street - Sign Design Review Board November 4, 1999 Page 2 Ann Gildart appears before the board regarding review of a wall sign. The applicant provides a mock-up of the sign. The proposed dimensions 4 x 4 tt. protruding from the building with a bracket above and below the sign~ Hurlburt comments that the sign is attractive. Paiardy moves to approve the sign, seconded by O'Brien. All in favor, motion carries. 3. Foreign AutoDart / 64 Pleasant Street - Silm John Gardner appears on behalf of the applicant regarding review of a sign. Gardner states he is proposing two internally illuminated signs and is aware that the board is not always in favor of them. Hurlburt responds that it depends on the location. Gardner states that this is not a residential area - it is an area with commercial buildings and the building is set back about 20 feet from the street. Palardy comments that she does not like the appearance of the brackets. Haring asks what the applicant is proposing for the hours of illumination. Gardner states the business is open 7:30 a.m. to 5:30 p.m. on weekdays and Saturday and proposes to put the sign on a timer until a few hours after the business is closed. There is discussion about the background color. Gardner is proposing white however the board members suggest a softer white (off white). Haring moves to approve the signs contingent on the applicant adhering to the following conditions: 1. Background color solder white, 2. 7:30 a~m. to 7:30 p.m. illumination on a timer, and 3. Change brackets. Motion seconded by Palardy. All members in favor. Motion carries. 3. Sideband Systems, Inc. / 30 Rantoul Street - Sign Margaret O'Brien recuses herself. Betty Davis appears before the board regarding review of a perpendicular sign at 30 Rantoul Street. Davis states the proposed sign is a carved two-sided wooden sign, which will be facing 90 degrees toward Rantoul Street. The applicant states the building is a historical building and she wishes to maintain the architectural integrity. Design Review Board November 4, 1999 Page 3 Haring suggests moving the sign closer inward on the building. Davis responds that because the building is on the register of historical places she does not think she can put anything on the building. Haring responds that you can as long as what you add to the building is from the same time period. There is discussion regarding alternate locations for the sign. Haring recommends that the applicant use a chain to prevent damage to the sign during inclement weather. Hurlburt asks Davis if she would like to speak with her sign maker and then contact her. Hurlburt can then speak with the members about the results of Davis' discussion with the sign maker. Davis responds that she would like to speak with her sign maker and will contact Ms. Hurlhurt. Davis asks the beard if improvements are planned for Rantoul Street. Hurlburr responds that improvements are planned but she does not know when and recommends Davis speak with the City Engineer, Frank Killilea. 4. Organic Garden / 294 Cabot Street - Sign Robert Reid appears before the board regarding review of two signs. The applicant is proposing a 34 x 72 sign and a 2 x 12 foot sign band. Reid states the sign will be internally illuminated with painted letters and presents several variations of the proposed sign. Hurlburt recommends off-white for the background color. Palardy comments that she likes all of the sign samples. Hurlburt informs the applicant that he must have the final decision for the sign and then a letter can be written informing him of the Board's decision. Palardy asks the applicant if he would consider external illumination. Palardy states a carved wood sign with gooseneck lamps would look beautiful. Hurlburt adds that carved wood with gooseneck lamps looks nice and attracts many people. Reid responds that he would like to inspire his neighbors however, he believes the carved wood would cost considerably more. He states he would consider that option in the future. Palardy moves to approve the sign contingent upon the following: Debbie Hurlburt's review, Use of a professional sign painter, and Applicant provides a mock up of the final proposal. Atomic Candy / 204 Rantoul Street - SiRn Richard Paige appears before the board regarding review of a sign. Paige states the dimension of the sign is 24 x 84 (2 It. x 7 It.) and he would like to place it over an existing banner with the sign from its current location. Marcanian Signs from Lynnfield will move the sign. O'Brien moved to approve the sign, seconded by Palardy. All members in favor. Motion carries. 6. Ultra Service Center / 44 Enon Street - Sil~n Matthew Smith from Bohler Engineering appears before the board regarding review of a sign. Smith states the gas station is a traditional gas station. Stmoco is undergoing a re-imaging, cleaning up many of the sites. Smith states the applicant would like to remove both of the current signs and install "Ultra Service Center" sign (60 square feet). The sign is bright blue with a multicolor swoosh pattern. Palardy comments that the building looks like a giant sign. Haring agrees and comments that it looks like a billboard, which is ok if the business is located on the Massachusetts Turnpike, not at the proposed location. Smith states the interpretation is not a sigm Haring disagrees and comments that he would consider a band with a light underneath a sign. Haring adds that Sunoco has made the whole building something identifiable with the company. Smith recommends toning down the yellow portion of the swoosh. pnlnrdy responds that she would like to see the blue only because she considers the whole area a sign with all the colors and stripes. Smith recommends the blue background with letters only (no swoosh). Palardy moves to approve the sign contingent upon the following conditions: Maintain architectural integrity, Ultra Service Center lettering ONLY on the sign, and No swoosh graphic. Seconded by Haring. All members in favor. Motion carries. 7. Sunoco & A, Plus/i31 :Bfi~nball AVenue - Siin Matthew Smith from Bohler Engineering also appears~ before the board regarding review of a sign. Smith states the business is located off Route 128. The applicant is proposing to change the current muhi-color band around the building to a blue band with the transitional graphic (swoosh). Smith states the design is more appropriate given the location. Palardy states she does not object to the color however, she does object to the graphics - that is when it becomes a sign. Paiardy states Brimball Avenue has residential neighbors and there is Design Review Board November 4, 1999 Page 5 enough visual clutter in that area. Hurlburt agrees and comments that it is .not aesthetically pleasing. Hurlbur~ states she would like to see the solid blue. Smith asks if the board would consider the sign flit is not illuminated. The board members respond they would not. Hating comments that the color is not a neutral one and adds the board would like a solid color hackground. Smith states he can change the existing two free-standing signs. There is discussion regarding putting the "A Plus" sign on the building provided it is consistent with the blue band on the building. Smith states he will change the background color of the "Plus" sign and will call Hurlhurt with the available colors. Haring moves to approve the sign contingent on the following condition: 1. Solid blue hackground color. Seconded by O 'Brien. All members in favor. Motion carries. O'Brien moves to adjourn, seconded by Haring. All members in favor. Motion carries.
