MINUTES OF THE REGULAR OFFICE
DECEMBER 9, 1996
Present: Commissioners; Farmer, Whim, Barnico, Mahoney, Gourdeau and Dean.
Absent: Commissioners; Eaton, Muggeo, Lydon and Rosen.
Public Ken Robinson; Victor Capozzi.
A. CALL TO ORDER: Chairman Farmer called the meeting to order at 7:30 P.M.
1. Presentations: None.
2. Chairman Farmer called for a reading of the Minutes of the Regular Meeting of
November 12, 1996. Motion to accept by Commissioner Mahoney, 2nd by
Commissioner Gourdeau. Motion passed unanimously.
3. Chairman Farmer called for a reading of the Financial Report for October 1996.
Commissioner White explained the report and answered several questions of the
Commission. Motion to accept subject to audit by Commissioner Barn/co, 2nd by
Commissioner Gourdeau. Motion passed unanimously.
B. OLD BUSINESS:
1. Transcorp Lease - Airport Manager updated the Commission on the status of the
Lease and Transcorps desire to temporarily locate some trailers by the Civil Defense
area, until the ground by the Burley Street location hardens.
2. Vegetation Management Plan - Airport Manager updated the Commission on the
latest developments. Chairman Farmer, Commissioner Banrico, Commissioner
Mahoney also provided information.
3. Hospitality Solutions - Airport Manager updated the Commission on Hospitality's rent
arrears and the fact they have not delivered the signed agreement despite numerous
re, quests. Airport Manager also alerted the Commission that Hospitality was sending a
letter regarding concerns by Thursday they had with waste barrels and the heating
system. Chairman Farmer provided information on a discussion he had with the City
Solicitor regarding Hospitality Solutions. Further discussion ensued. Chairman
Farmer asked for the confidence of the Commission to Friday morning handle the
matter through legal if nothing is resolved. Motion to so do made by Commissioner
White, 2rid by Commissioner Barnico. Motion passed unanimously.
4. FY 97 Airport Capital and ASMP Project Update - Airport Manager updated the
Commission on the latest developments e.g.; we'd be getting only one Capital Project
(front end loader acquisition) and one ASMP Project (West Side water/sewer line) for
FY97. It was also decided to have Dufresne-Henry handle the front end loader
acquisition. No motion made.
C. NEW BUSINESS
1. Commission Christmas Dinner - Chairman Farmer announced the date and time for
dinner.
2. Review of ALpon Managers Increase - Commissioner Farmer recommended the
Airport Manager's salary be increased $1,000.00 per year. Motion to accept by
Commissioner Dean, 2rid by Commissioner Bamico. Motion passed unanimously.
D. CHAIRMAN/COMMISSION COMMENTS
1. Chairman Farmer announced he had received notes from the Mass. Airport
Management Assoe. on the past meeting held on Nantucket and that the information
was available for any Commissioner to read.
2. Chairman Farmer announced the resignation of Commissioner Muggeo effectiv~ the
end of January 1997.
3. Chairman Farmer asked that if the Commission had any names for vacant Commission
positions to please give them to him no later than January 1 st.
4. Chairman Farmer announced he and Commissioner Lydon will stay on the
Commission for another year.
S. Chairman Farmer updated the Commission on the meeting he had with the Mayor, Mr.
Corm ell, and Mr. Flatley.
F. ADJOURNMENT: Motion to adjourn made by CommissiOner Gourdeau, 2nd by
Commissioner Bamieo. Motion passed unanimously.
