Public Meeting Minutes
Note: These minutes were reviewed October 25, 2018 by the Trustees, motion to accept minutes from the
May 16, 2018 meeting was made by Kevin Hobin, seconded by Joan Fairbank and approved by all.

Meeting called to order at TOOPM by Mark Casey, Chairman.
The minutes from the last Trustees meeting were by read by those present. Motion to accept
minutes from the October 4, 2017, meeting was made by Kevin Hobin and seconded by Joan
Fairbank, approved by all.
Playground Projects Update
Bruce Doig provided an update of playground projects. Last year Oak Heights playground was
updated, two years ago Dane Street playground was updated. This year Colgate, Balch and
Vittori playgrounds will receive new play areas. Cost is $92,000. Colgate received $46,000 from
CPC and Park of the Year. N.E. Recreation has started repairs.
O'Brien & Sons have done some repair on landscape structures at Dix, Cahill and McKay
playgrounds. U1tiPlay made repairs to P1ayWorld Systems at done at Livingstone, Obear,
Ahearn, Bartlett Gardens, Pleasant View, Balch and Bessie Baker playgrounds.
Spring rockers will be replaced with stationery metal /plastic cars as the rockers break.
Winter Storm Damage at Lynch Park
• The drop from the seawall is too great to lay down the handicap access mats — too much
sand was lost.
Rocks were thrown over the lawn up to the Falconer.
At the Point a gaping hole in the seawall was repaired and walkway replaced.
The Carriage House had 6 -8 inches of water in the basement that came through the
concessions stand window. No major damage was done.
A truckload of sand had to be removed from the parking lot.
Review of Approved Funding
Bruce asked if Rec Dept can be reimbursed for concerts last summer with the funding that had
been approved by the Trustees last year for that purpose, $2,400). The bands have been paid, the
Rec Dept. is asking for reimbursement. Mark Casey said Bruce should submit a request for the
reimbursement. Money will be transferred from the Trust to the Enterprise fund.
There are 35 bricks to be repaired in the Rose Garden. The funding approved for brick repairin
2016 will be used this summer.
Marc is going to check with Gail to confirm the Trust funding balances.
Meeting minutes can be used as proper documentation for showing that funding was approved
for an expense.
Requests for New Funding
Bruce Doig made the following requests for funding from the Trustees.
Security Cameras
There is unwanted activity in the parking night. Adding two cameras in the parking lot that can
pan and zoom. Cost is $12,193. The contract is signed and now need to determine a power
supply from within the Park. The Rec Department is asking to be reimbursed for the cameras.
Motion made by Joan Fairbank to reimburse the Rec. Department for $12,193 for the purchase of
the cameras, seconded by Kevin Hobin, approved by all.
Recreation Department Office
Getting estimates for improvements to be made to the Recreation Department office.
• Replace the front door and steps, steps on ocean side, handicap entrance and new 40 inch
door.
• Upgrade bathrooms on the first floor to a minimum of one fully compliant ADA stall and
a second stall as large as possible.
Work would be done in phases, perhaps funded by the Enterprise fund and the David S. Lynch
Public Parks Trustees. Requesting $40,000 from the Trustees.
Motion made by Joan Fairbank to approve $40,000 for ADA bathrooms in the Rec. Dept. office
building on the first floor and ramp to make it handicap accessible. Seconded by Kevin Hobin,
approved by all.
Gatekeepers Shed
Must have two people on duty at the same time. Would like to put up a shed at the gate to have a
place to store cash box and place for gatekeepers to get out of the weather.
Would like to have the shed in place before summer. Estimate of aproximately $2,000.
Motion made by Kevin Hobin to approve $2,000 for a shed at the gate, seconded by Joan
Fairbank, approved by all.
Colgate PI a ground
Looking to replace broken or vandalized equipment. Use same structure as Vittori Playground.
Asking for $10,000 from the Trustees to supplement funding from CPC.
Motion made by Joan Fairbank to approve $10,000 towards the new play structure at Colgate
Playground, seconded by Kevin Hobin, approved by all.
Concerts in the Park
Request for $2,000 to sponsor concerts in The Park for 2018.
Motion made by Joan Fairbank to approve $2,000 for funding for concerts, seconded by Kevin
Hobin and approved by all.
Rose Garden Annual Beds Maintenance
Kathy Doane requested that $1,200, the same amount approved for 2017, be approved to pay for
someone to weed the annual beds in the Rose Garden for 2018.
Motion made by Kevin Hobin to approve $1,200 to pay for weeding, seconded by Mark Casey,
approved by all.
Next Trustees meeting was scheduled for Wednesday, October 10, 2018 at the Carriage House.
Meeting adjourned by Mark Casey at 8:05PM.
