BHMA Minutes May 11 2016Harbor Management Authority Minutes of May 11, 2016 CITY OF BEVERLY PUBLIC MEETING MINUTES Board: Date: Harbor Management Authority May 11, 2016 Location: Jubilee Yacht Club Members Present: Chair Paul Earl, Vice Chair Rinus Oosthoek, David Suminsby, Pat McAleer, Estelle Rand, Emily Flaherty, George Simon, Paul Miedzionoski Members Absent: Don Neuman, Scott Houseman, Chris D'Alfonso Recorder: Emily Flaherty Earl called the meeting to order at 7:10 pm Approval of Minutes Suminsby motions to approve the April 2016 minutes with minor edits. Seconded by Rand. All approved, motion passes (7 -0). Facilities Report • 2016 rates posted. Discussion of punch list of repairs for pier - question of update from Rob Devers. Pedestals are on order. Keep track of future maintenance issues and attach spreadsheet of punch list to all future HMA meeting agendas. Glover Wharf bathrooms are scheduled to be open for Memorial weekend. Recreation Docks - It is suggested to seek approval from Conservation Commission to fix movement in recreation dock area. Engineer Andy Smith and diver Ed Redfield have been hired to move the anchors for the docks into the correct spots. It was discussed that the original plan for the dock configuration needs to be found. Oossthoek comments that the process should be reviewed to prevent similar issues in the future. Signage - Oosthoek motions to find extra signs as discussed at April meeting to post so that local and non -local fishers understand the fishing areas. Surveillance cameras present with picture for clear multi - language message. Garbage In - Garbage Out signage also needed. Discussion of state grant for dropline fishing instructions on a sign. Harbor Management Authority Minutes of May 11, 2016 Fishing Tournament • Father's Day weekend with fish weigh in at noon, use of the pier will be from l lam to 2pm for cookout and fish weigh -in. Funds going to the YMCA and fish donated to Bootstraps. Rowands will gut and clean fish. Insurance rider has been taken out and each fisher will sign a waiver. Financials • Oosthoek motions to approve budget which will go to council in July. Motion passes in favor (7 -0). Active Projects Congress Street • beach clean -up was a success. HMA will spearhead a brush and leaf clean -up July 16 from 10 am - noon. • Suminsby will contact Boy Scouts for volunteers. • Rand will contact Goat Hill residents. • McAleer will coordinate with Dever for city debris removal. Harbor Fest September 10 from 3pm to 6 pm. June meeting will be for planning. Potential food vendors: A &B Burger, Rowand's and Joe's on a Roll. Flaherty will follow -up with Elaine Brewer at DMF about fishing clinic. Oosthoek will promote Harbor Fest at dedication of Remond -Park Park on Aug 8. Bacc River • 2008 Chemical and Biological testing likely to be no longer accepted by EPA. National Grid monitors soil and water and submits to City - Clausen sharing that data with Bourne Consulting. Moulton's office stated that money can't be given to Bass River as a federal project. Since 2008 over $400,000 has been spent on the Bass River project. Agreed by all members that no more testing be approved or requested until a source of money for the larger project is found. Gruppe • Motion to contact the Mayor with a recommendation to make a decision on the mural within the next 4 -8 weeks and convey the sense of urgency for the Mayor to take leadership action. Motion passes (7 -0). Other Business • Beverly Port Marina - Earl will ask for an update on legal language of agreement between BPM and city, and look for next steps in terms of public access.
