Attached is Mr. Santangelo's application, which has been approved by Police Chief John
LeLacheur.
Mr. Santangelo's term will be effective until March 1, 2018.

Dear Honorable Council:
I am pleased to inform you that the City of Beverly, through our Police Department, has
been awarded a First Responder's Naloxone (Narcan) Grant from the Department of
Public Health's Executive Office of Health and Human Services in the amount of
$20,000. With your approval, this grant will be used to purchase Narcan and pay for
police training and stipends. Massachusetts General Law Chapter 44 Section 53A
requires both council and mayoral approval before any grant or gifts to the city can be
expended for their prescribed purpose. I therefore request the council approve this grant
by taking action on this matter at your upcoming meeting of the City Council on March
7, 2016. Thank you.

been awarded a Mass Decontamination Unit Grant from the Department of Public
Health's Office of Preparedness and Emergency Management in the amount of $2,000.
With your approval, this grant will be used for the deployment and training of the Mass
Decontamination Unit assigned to the Beverly Fire Department. Massachusetts General
Law Chapter 44 Section 53A requires both council and mayoral approval before any
grant or gifts to the city can be expended for their prescribed purpose. I therefore request
the council approve this grant by taking action on this matter at your upcoming meeting
of the City Council on March 7th, 2016. Thank you.

An Amendment to an Existing Ordinance, as follows:
ARTICLE XXVI "Personnel ", Section 26.05 "Mileage ":
(a) A municipal employee may be reimbursed for the use of their personal vehicle on city
business at the rate of twenty cents ($.20) per mile and that this rate be adjusted
annually on or about July 1 each year to equal the rate for state employees' use of
their private vehicles. The documentation necessary to receive the reimbursement
will be determined by the finance director - auditor.
