THE PROJECT AND THE FOLLOWING:
THE AREA IS ALL FLAGGED AND ADDITIONAL FLAGGING HAS BEEN DONE SINCE
THE SITE VISIT ON DECEMBER 13, 1992. APPLICANT IS TO GRANT AN
EASEMENT TO WIDEN THE DRIVEWAY. RE: THE SIDEWALK, THERE IS AN
AGREEMENT TO ENTER A STUDY FROM PLANTERS ROAD/THAXTON ONTO ESSEX
STREET.
CLAYTON SHALL QUESTIONED THE 10 AND THE 100-YEAR STORM ELEVATIONS.
PETER OGREN - THERE IS NO SPECIFIC ANALYSIS AND THIS IS A ZONE B.
THERE IS NO ISSUE IN A BORDERING LAND SUBJECT TO FLOODING. THE
WATER LEVEL NEVER CHANGES.
BILL LISS MOTIONED TO CLOSE THE HEARING BEING THAT THE INFORMATION

ADJUSTMENTS WERE MADE TO ALL THE WETLAND BOUNDARIES AND ADDITIONAL
FLAGGING HAS BEEN DONE THROUGHOUT THE SUBDIVISION. THERE IS A
PROPOSED EASEMENT FOR DRAINAGE PURPOSES.
CHAIRMAN COTREAU - RE: THE REPLICATION AREA AND LOWER GRADES? WHAT
LEVEL COULD IT BE TAKEN DOWN TO?
PETER OGREN - IT IS 70.3' NOW, THE WHOLE AREA IS BETWEEN 68' AND
69' THE WHOLE FLOOR OF THE REPLICATION AREA.
WE COULD CREATE A DITCH, CREATING A NEW STREAM CHANNEL. 68' ON THE
EDGE, THEN 68' AND 69'
CLAYTON SHALL QUESTIONED THE 10 AND THE 100 YEAR STORM.
PETER OGREN - THE MAXIMUM INCREASE IN WATER DEPTH IS 4'.
CHAIRMAN WANTS IT TO BE PUT ON THE PLAN.
CLAYTON SMALL - RE: THE CROSSING, HOW MUCH OF A FINANCIAL INCREASE
WOULD IT BE? ALSO IT WOULD BE TO KEEP THE STREAM NON-CULVERTED AND
THE BANK ON TOP.
PETER OGREN - THE COST OF A BRIDGE CROSSING WOULD BE APPROXIMATELY
$30,000-A STRUCTURAL STEEL SPAN.
THE CHAIRMAN - ALSO IN THE 2 CROSSINGS, TO SHOW THE WETLAND
INCREASE.
PETER OGREN - EXPLAINED THE STRUCTURAL 20~ SPAN WITH THE HEADWALLS.
IT WOULD BE R0' WIDE AND 8' HIGH. THE AMOUNT OF LAND LEFT WOULD
BE SUFFICIENT FOR ANIMALS TO PASS. (NANCY LODGE'S CONCERN).
BILL LISS SUGGESTED TO SUBMIT THE IDEA TO COMMISSIONER ZAMBOURAS.
CLAYTON SMALL FEELS IT IS COSTLY/NEGLIGIBLE.
NANC~ LODGE LIKES THE IDEA.
GLENN TERRY WANTS COMMISSIONER ZAMBOURAS TO VIEW THIS IDEA.
THE CHAIRMAN WANTS THE FLOOD PLAIN AND THE ELEVATIONS ON 'THE HAP.
BILL LISS AND GLENN TERRY ARE NOT IN PREFERENCE OF THE BRIDGE.
PETER OGREN ASKED TO CLOSE HEARING BASED ON THE OPINION OF THE
BRIDGE TO BE DECIDED BY THE DPW COMMISSIONER.

THE WETLANDS ARE STAKED AS WAS IN 1987. NEW FLAGGING HAS BEEN
DONE.
GLENN TERRY FEELS THE APPLICANT SHOULD HAVE ADDRESSED ALL THESE
ISSUED.
THEREFORE, THIS HEARING IS CONTINUED UNTIL JANUARY 28TH.
NEW PUBLIC HEARING FOR LEN BERTEAUX OF 171 COMMON LANE FOR LOT #7
FOR A SINGLE DWELLING.
THE SITE WAS FLAGGED IN LATE NOVEMBER'.
THE CHAIRMAN VIEWED THE SITE AND WANTS THE ORIGIN OF THE FLAGGING,
HE DOES NOT UNDERSTAND IT. THE WETLANDS GO BEYOND TEN FEET. THE
STREAM GOES HIGHER. THAT IS TO BE FLAGGED AND TO BE CONTINUED
UNTIL OFF, THE PROPERTY. THE ENTIRE WETLANDS ON THE SITE ARE TO BE
FLAGGED.
CLAYTON SMALL WANTS THE OTHER SIDE TO BE FLAGGED IN ORDER TO
DEFINE THE WETLANDS.
THE CHAIRMAN WANTS NEW CONTOUR LINES, DIFFICULT TO READ, THE OLD
ONES AND THE NEW ARE TO BE LABELED.

BERTEAUX - IT IS THE PROPERTY VEGETABLE GARDEN PLOT.

IF THE DRIVEWAY IS TO BE PAVED IN THE FUTURE, THE APPLICANT IS TO
RE-FILE.
BERTEAUX IS PLANNING TO BUILD A RETAINING WALL OF STONE, AS TO
DEFINE A YARD AREA.
THE CHAIRMAN WANTS SOME EXPLANATION RE: THE WALL.
BERTEAUX - IT WILL BE OF GEOTECHNICAL MATERIAL WHERE ONLY WATER
PASSES THROUGH IT, NO OTHER MATERIALS/SILTATION.
THE CHAIRMAN, FOR ADDED PROTECTION, WANTS DOUBLE HAY BALES AND A
SILT FENCE.
CLAYTON SMALL WANTS THE GARDEN LABELED ON THE PLAN.

THE CHAIRMAN VIEWED THE SITE TWICE. 'WANTS A TOPO, AND A DECISION
ON THE FLAGGING, SAW ANOTHER WET AREA, ALSO AN INTERMITTENT STREAM
AND PROOF OF A KETTLE HOLE OR NOT OFF CORNELL ROAD WHICH IS A VERY
WET AREA.
RE: THE CULVERT - BROKEN?
CLAYTON SMALL - SAW A SIGNIFICANT BRUSH PILE THAT WAS CUT DOWN,
THAT IS TO BE REMOVED AND TO REMOVE THE ALREADY CUT TREES, AND TO
TO KEEP AWAY ALL CUT BRUSH FROM THE RESOURCE AREA.

ALSO, TO PUT A STONE SWALE INSIDE AND AT THE BOTTOM. THERE
IS NO STONE ON TOP AND IT IS ERODING. THE WETLAND IS NOT
STABLE. THE PIPE IS GOING .IN THE WRONG DIRECTION-COULD BE
SEALED/PUT IN A LINER.
