MEMBERS PRESENT - GLENN TERRY, BILL LISS, NANCY LODGE, CLAYTON
SMALL AND CMAIRMAN VINCENT COTREAU.
THE MEETING WAS CALLED TO ORDER AT 7:50 P.M..
GLENN TERRY MOTIONED TO RECESS FOR THE PUBLIC HEARING SESSION AND
BILL LISS SECONDED THE MOTION.
ALL IN FAVOR.
THE FIRST CONTINUED HEARING -
#5-431 SYMES ASSOCIATES MAPLEWOOD VILLAGE.
REPRESENTING FROM HAYES ENGINEERING OF WAKEFIELD, PETER OGREN,
PRESIDENT OF THE COMPANY.
HE SUBMITTED REVISED PLANS AT THIS TIME DEPICTING THE 10 AND THE
100-YEAR STORM ELEVATIONS/CALCULATIONS. THERE ARE NO BORDERING
LANDS SUBJECT TO FLOODING. RE: THE BRIDGE/WETLAND CROSSING -
COMMISSIONER GEORGE ZAMBOURAS.
ON BEHALF OF THE CITY, BRIDGES FREEZE BEFORE REGULAR ROADWAYS. ALL
BRIDGES ARE NOW MAINTAINED BY THE STATE. IT IS A COSTLY EXPENSE
TO THE CiTY AND THE CITY CANNOT AFFORD IT.
BILL LISS - THE BRIDGE BEING ADVISABLE, WHAT ELSE CAN BE PUT THERE.
GEORGE ZAMBOURAS - FEELS THE SIZE OF THE CULVERT PROPOSED IS
SUFFICIENT. (42").
CHAIRMAN - SQUARE 1 - MAS A DEEP CHANNEL OF THE S?REAM.
PETER OGREN - TWIN 42" PIPES, MAVE BEEN INCREASED TO A ONE 48" PIPE
- THUS ALLOWING THE BOTTOM TO SILT IN AND THE BOTTOM OF THE CHANNEL
WILL ACT AS A SALAMANDER CHANNEL (NATURAL TYPE MABITAT).
CLAYTON SMALL - IF USING PRE CASE T'S, HOW MUCH SOIL WILL BE PLACED
ON TOP.
PETER OGREN - 3 - 4 FEET TOP.
CLAYTON SMALL - STILL WANTS THE BRIDGE, NANCY LODGE AGREES.
PETER OGREN - ALTERNATIVE CROSSING - A DAM OR A DIKE.
THE RETAINING WALL WOULD HAVE TO BE 6' HIGH. A TEMPORARY
DISTURBANCE WOULD BE GREATER.

JOHN TEROSOL OF COLUMBIA ROAD - ASKED ABOUT ADDITIONAL DRAINAGE AND
ALSO REG~3~ING THE FUTURE, LARGER BUILDINGS COULD BE BUILT THERE
AND THERE WOULD BE FAR MORE OF A RUNOFF PROBLEM.
GLENN TER~? - ASKED HOW MANY PARKING SPACES ARE BEING PROPOSED.
VASEK TALAiKO - STATED 79-80 AND ADDING 27-28.
GLENN TERE! - THAT IS A 25% INCREASE.
COMMISSIO!~ER ZAMBOURAS - IF THE ENTIRE DRAINAGE AREA IS CONSIDERED,
IT IS A V-_-RY SMALL INCREASE. ONLY ONE FOOT OF PIPE IS EXPOSED.
THE WATER CHANNELS THROUGH THE PIPE FROM THE BROOK.
BOTH GLENF TERRY AND NANCY LODGE WOULD LIKE GAS TRAPS AS BOTH ARE
CONCERNED WiTH GASOLINE LEAKAGE FROM ALL THESE CARS.
COMMISSIO]~R ZAMBOURAS - A 30" CULVERT CAN HANDLE RUNOFF FROM THE
WATERSHED i5~;ERT OF BROOK DOWNSTREAM.
VASEK TAkACKO MENTIONED THE 3 VARIABLES THAT DO NOT CHANGE THE
RESULT AR~ THE WATERSHED, THE HYDRAULIC PASSAGE/LONGEST DISTANCE
AND THE iESCRIPTION OF THE SURFACE/IMPERVIOUS AREA/AMOUNT OF
HOUSES.
BILL LiSS - WHAT DOESN'T CHANGE THE LIMITED CAPACITY OF THE 30"
PIPE.
VASEK TALA~KO - THE ENTRANCE OF THE PIPE NEEDS TO BE CLEANED AND

A CATCH B~3IN THE CORNER OR A BERM/GRASS SWALE, OR LET THE WATER
FLOW IN A iiSORGANIZED MANNER.
CHAIRMAN - A SWALE IS OF NO HELP FROM A LEAKY GAS TANK, BUT A GAS
TRAP WOULD HELP.
BILL LISS - SUGGESTED A NEW CATCH BASIN FOR THE SLOPE AREA.
VASEK TALA'."KO - TO DESIGN A CATCH BASIN IN THE CORNER/PIPE IS AS
HIGH AS POSSIBLE AND A SWALE. WILL COME IN WITH A NEW DESIGN.

HE SUBMITTED NEW INFORMATION TO THE MEMBERS. ALL DETAILED.
A 200 SERIES LINE DEPICTING BVW ON THE OTHER SIDE OF THE STREAM
ALSO THE DOUBLE HAY BALE LINE, AND THE ELEVATIONS, AND HAS OUTLINED
THE GARDEN PLOT AREA. THE RETAINING WALL SHOWS 6" OF GRAVEL AND
SAND FILTER.
CLAYTON SMALL - TO LET THE 200 SERIES LINE REMAIN AS IT STANDS.

COMMISSIONER GEORGE ZAMBOURAS EXPLAINED THE PROJECT/LITTLE LEAGUE.
THIS PLANS TO BE THE HOME FIELD FOR THE BEVERLY LITTLE LEAGUE.
IT GOES 'DOWN TO A BANKMENT OF 12 FEET, THERE IS A WETLAND BELOW.
THE HOME PLATE IS 40 FEET FROM THE ORIGINAL SPOT AND IT NOW IS AT
THE EDGE OF THE BUFFER ZONE. A CHAIN LINK FENCE IS TO BE
INSTALLED. ALSO A SMALL STORAGE SHED BEHIND THE DUGOUT. BASICALLY
THIS IS ALL SURFACE WORK. ALSO, TO SOD THE FIELD IN AND OUT.
MINIMAL WORK TO BE PERFORMED IN THE BUFFER ZONE. A NEW FENCE TO
BE INSTALLED AROUND/OUTSIDE THE BUFFER ZONE.
CLAYTON SF~LL - ASKED ABOUT GRADING. ALSO, EXCAVATION/DUGOUT?
COMMISSIONER ZAMBOURAS - THE AREA IS A VERY FLAT SLOPE. THE
SODDING IS TO BE DONE THE SAME DAY AND NOT WHEN IT IS RAINING.
THERE WILL BE NO SILTATION. ALSO THERE WILL BE NO EXCAVATION FOR
A DUGOUT. AN ACCESS ROAD (LYN PAC), FOR REPAIR PURPOSES WILL BE
USED.
HEALTH DIRECTOR, JAY WALSH - SPOKE OF GASES THERE IN THE WETLAND
AREA AND A SEWER BACKUP, POSSIBLY BURSTING DUE TO SETTLING (SEE
LETTER ON FILE), COULD BE A FUTURE PROBLEM TO THE CONSERVATION
COMMISSION.

BROUGHT BACK DUE TO FLOODING.

COMMISSIONER ZAMBOURAS APPEARED AFTER TED LEIGH LEFT, BUT STATED
THAT HE IS AWARE OF THE PLASTIC PIPE AND THAT THE PIPE COMES IN
20' LONG SECTIONS. COMMISSIONER WANTS THIS TO BE EXTENDED WITH
CONCRETE PIPE, NOT PLASTIC.
