MEETING WAS CALLED TO ORDER AT 7:45 P.M.. A MOTION WAS MADE BY NANCY LODGE TO RECESS FOR THE PUBLIC HEARING SESSION AND BILL LISS SECONDED IT. ALL IN FAVOR. FIRST CONTINUED PUBLIC HEARING 43-47 WATER STREET FUEL TANKS. #5-438 'THOMAS CARGILL THOMAS CARGILL SUBMITTED TO THE COMMISSIONERS REVISIONS DATED 3/17/93. SPECIFICS REFERRING TO THE FUEL TANKS THAT WILL EXTEND TO THE END OF THE PIER AT 90 DEGREES. SHOWN ON PLAN-STORAGE TANK, FILL STORAGE, ETC. THE CHAIRMAN QUESTIONED THE MONITORING DEVICES. CARGILL - THERE WILL BE A LEAK DETECTOR AND OTHER EQUIPMENT IN THE .DOUBLE WALL. ~HAIRMAN QUESTIONED - "21E" REFERRING TO THE HEALTH DEPARTMENT. CARGILL - HE DOES HAVE IT. WILL SUBMIT A COPY TO THE COMMISSION. GLENN TERRY - REFERRING TO THE "21E", STATED THAT THE APPLICANT SHOULD HAVE RECEIVED A LETTER FROM THE HEALTH DEPARTMENT AND THAT IT IS NOT NECESSARY AND UNDER OUR JURISDICTION. BILL LISS MOTIONED TO CLOSE THE HEARING BEING THAT THE INFORMATION IS SUFFICIENT. GLENN TERRY SECONDED. ALL IN FAVOR. SECOND PUBLIC HEARING RETAINING WALL. GODFREY PERROTT 55 ABBOTT STREET THADDEUS SIEMASKO, ARCHITECT, REPRESENTING THE APPLICANT. HE EXPLAINED THE PROJECT IN DETAIL, AND THAT THE APPLICANT WOULD LIKE TO RAISE THE LAST WALL FIVE FEET AND LEVEL OFF THE SECONDARY YARD, AND TO ADD A SMALL AMOUNT OF FILL. ELEVATION 14' THEN TO DROP TO 16' NANCY LODGE QUESTIONED THE FILL. THADDEUS SI~SKO --IT WILL BE PROCESSED GRAVEL. PROTECTED WITH FABRIC AND CRUSHED STONE ON THE INLETS. CLAYTON SMALL - ASKED ABOUT MACHINERY THAT WILL BE USED. THADDEUS SIEMASKO - A SMALL BOBCAT. WORK TO BE DONE ON THE LANDWARD SIDE. : CLAYTON SMALL - QUESTIONED THE ACCESS TO THE WALKWAY. THADDEUS SiEMASKO - A RAMP WILL BE BUILT. CLAYTON SMALL - QUESTIONED THE CONSTRUCTION OF THE RAMP. THADDEUS SIEMASKO - IT WILL BE CONSTRUCTED OF RAILROAD TIES. BILL LISS - WOULD LIKE A SEQUENCE OF EVENTS OF THE PROJECT. REMOVING WHAT IS THERE NOW ANDWHERE IT WILL BE GOING AND WHAT WILL BE GOING IN NEXT, PREVENTION OF EROSION, ETC. THADDEUS SIEMASKO - THE PROJECT (FILL) WILL COME IN FROM THE LAND SIDE, AND.WILL REMOVE THE STONE WALL, THE FOOTINGS WILL BE POURED AND SET. THE NEW WALL WILL BE IN THE SAME PLACE AS WAS OLD WALL. RE: A SIGNIFICANT STORM/SIGNIFICANT EROSION. THERE IS A CHAIN LINK FENCE THAT RUNS ALONG THE SEAWALL. BILL LISS MOTIONED TO CONTINUE THE HEARING AND TO VIEW THE SITE, GLENN TERRY SECONDED THE MOTION. DISCUSSION WITH ATTORNEY JOHN SERAFINI, JR. /SUN OIL COMPANY. THEY ARE HERE AS A COURTESY TO INFORM US THAT IN THE FALL SUN OIL PLANS TO UPGRADE THEIR OIL~GASOLINE TANKS. A NOTICE OF INTENT IS UNNECESSARY DUE TO THE FACT THAT THE APPLICANT IS 400' FROM WENHAM LAKE. THE APPLICANT WILL DIG UP THE OLD TANKS AND THEN PUT IN THE NEW TANKS, THIS IS BEING DONE BEFORE ANY PROBLEMS ARISE. THERE ARE NO PROBLEMS AT THIS TIME. ENGINEER, JIM CAVANAUGH - SHOWED THE PLANS AND EXPLAINED THE SAFEGUARDS OF THE PROJECT. .BY 1998, ALL STEEL TANKS MUST BE PROTECTED OR REMOVED AND/OR TESTED EVERY YEAR. SO, TO AVOID ALL THAT, SUN OIL WILL REPLACE THE TANKS & DISPENSERS WITH DOUBLE WALLED, FIBERGLASS TANKS. THE APPLICANT PLANS TO PUT NEW FENCING AND NEW LANDSCAPING BEHIND THE PROPERTY. IT DRAINS FROM THE REAR WOODS~ NONE DRAINS ONTO THE STREET BUT INTO A TRENCH. SUN OIL WILL ALSO PUT SEPARATORS IN THE' LEACHING DRYWELL. THREE (3) DRAINS ARE IN THE SERVICE STATION. THEY DRAIN INTO A TRAP THEN INTO A SANITARY SEWER. THE APPLICANT PLANS TO DO TEST WELLS (4) FOR CONTAMINATION. ALSO, TO PUT COFFER DAMS AROUND THE TANKS. ALSO, THERE WILL BE AN ANNUAL CLEANUP AND A CHECK OF THE OIL SEPARATORS (1000 GALLON CAPACITY). (4' IN DIAMETER-8' DEEP MANHOLE AND IS FULL OF WATER ALL THE TIME). THE PIPE GOES DOWN TO THE SEPARATOR, THE OIL WILL RISE TO THE TOP, THUS, TO BE SEPARATED.
