MEMBERS PRESENT: CHAIRMAN VINNIE COTREAU. CLAYTON SMALL, BILL
LISS, ALIX DE SEIFE SMALL AND NANCY LODGE.
THE MEETING WAS CALLED TO ORDER AT 7:50 P.M..
CLAYTON SMALL MOTIONED TO RECESS FOR THE PUBLIC HEARING SESSION
AND NANCY LODGE SECONDED THE MOTION.
ALL IN FAVOR.
THE FIRST HEARING IS BEING CONTINUED GODFREY PERROTT OF
55 ABBOTT STREET FOR A RETAINING WALL. NO DEP FILE # YET.
ARCHITECT, THADDEUS SIEMASKO REPRESENTED THE APPLICANT. AT THIS
TIME HE SUBMITTED ADDITIONAL PLANS DEPICTING THE PROCEDURE AND THE
METHOD DESCRIBING THE MATERIALS USED IN THE PROJECT.
AT THIS POINT WITH SUFFICIENT INFORMATION, BILL LISS MADE A MOTION
TO CLOSE THE HEARING, AND CLAYTON SMALL SECONDED THE MOTION.
NEW PUBLIC HEARING NEW ENGLAND BIO LABS AT 32 TOZER ROAD.
ARCHITECT, DOUGLAS TREES, REPRESENTED THE APPLICANT.
ALSO PRESENT, MICHAEL JULIANO, ENGINEER.
THE CHAIRMAN ASKED DOUGLAS TREES TO PROVIDE STAMPED PLANS. THE
PROJECT IS TO PUT A WING ON THE BUILDING BY PASSING THE DAY CARE
BUILDING. HAY BALES AND A SILT FENCE WILL BE PLACED THERE.
ADDITIONAL PARKING ON THE LEFT SIDE OF THE DRIVE. THE OWNER HOPES
TO BUY THE LAND ON THE LEFT ADJACENT, TO BE USED FOR PARKING. THEN
THE PARKING WILL NOT BE CLOSE TO THE BUILDING.
BILL LISS - QUESTIONED THE HOTTOP.'
TREES - YES, THE DRIVEWAY WILL BE PAVED WITH GRANITE CURBING.
NANCY LODGE - HOW CLOSE TO THE WATER?
TREES - 60.9" CLOSEST TO THE STREET. THE PARKING LOT WILL BE 50'
FROM THE WATER.
CHAIRMAN - RE: EXCAVATION OF FILL - STORED ON SITE?
TREES - THE EXCAVATION WILL BE USED FOR TOP SOIL.
CHAIRMAN - THE APPLICANT IS TO KEEP IT OUTSIDE OF THE BUFFER ZONE.
DOUGLAS TREES IS TO MAKE CHANGES ON THE PLAN AND TO SHOW THE
EXCAVATION OF THE FILL. ALSO TO SHOW BETTER PROTECTION OF SILT
BARRIER GOING AROUND THE ROAD (AT THE EDGE OF THE ROAD).
CLAYTON SMALL - INQUIRED ABOUT BLASTING?
TREES - NO BLASTING.
CLAYTON SMALL - RE: THE PLAN, STORAGE OF MATERIALS.
TREES - THE MATERIALS WILL BE HAULED OFF THE SITE.
CLAYTON SMALL - RE: THE PARKING LOTSAND THE MAIN ENTRANCE, RUNOFF?
THE DRAINAGE COMING DOWN,SHEET OF WATER, WILL. IT IMPACT THE
WETLANDS?
TREES - THERE IS A DAMMING UNDER TOZER ROAD THAT RETAINS ALL
RUNOFF.
MICHAEL JULIANO, ENGR. - EXPLAINED THE DRAINAGE IMPACE ON THE
CONTROL STRUCTURES - 6" CONCRETE PIPE. THE EXISTING
BUILDINGS/FOUNDATIONS ARE STONE BEDS SO THAT RAINFALL FALLS FROM
ROOFS INTO THE STONE BEDS (THE FOUNDATION HAS FOOTINGS).
NANCY LODGE - INQUIRED ABOUT GAS TRAPS?
MIKE JULIANO - BACK IN 1986-87, DRAINAGE STRUCTURES WERE DESIGNED
THEN, THEY ARE THE ONLY ONES THAT WILL CONTAIN RAINFALL.
TREES - 8-10' OF SLOPE C~OING DOWNHILL, NO NEED FOR ADDITIONAL
STRUCTURES.
BILL LISS VIEWED THE SITE, AND IS IMPRESSED WITH THE JOB,
LANDSCAPING, ETC., AND HE SUPPORTS THE PROJECT.
CLAYTON SMALL MOTIONED TO CLOSE THE HEARING, WITH SUFFICIENT
INFORMATION AND BILL LISS SECONDED THE MOTION.

RECONVENE. CLAYTON SMALL MOTIONED AND NANCY LODGE SECONEDED.

DISCUSSION EAGLE SCOUT MARK BABINEAU.
MEMBERS HAVE THE INFORMATION. THE SCOUT SHOWED PHOTOTS AND
EXPLAINED JUST HOW HE PLANS TO RESTORE THE VIEW DOWN TO WENHAM
LAKE.
THE BOY SCOUTS WILL BE PARTICIPATING. CHAIRMAN ASKED IS THERE A
MOTION OF APPROVAL?
ALIX DE SEIFEMADE A MOTION TO APPROVE THE PROJECT AND NANCY LODGE
SECONDED THE MOTION. THE PROJECT IS TO START: APRIL 24TH.
