Re: Human Rights Committee Ordinance
Dear Honorable Council:
I am writing to voice my support for the Human Rights Committee Ordinance that has
been presented to the Council for approval. Over the past year, I have worked closely
with Councilor Estelle Rand to assist in formulating a proposal that will help to ensure
and further human rights in our City, and I applaud the Councilor's efforts to advance this
Ordinance.
The Human Rights Committee will provide a platform for dialogue, education and
communication regarding how we can enhance equal justice, inclusivity and human
rights for all members or our community. Establishment of such a committee also
promotes an inviting message of our City's acceptance and embrace of all people. I
proudly and wholeheartedly support this measure and urge the Council to take swift
action to approve it.

The Committee on Finance and Property /Committee of the Whole to whom was
referred to matter of request for the appropriation of the sum of ($109,211,080)
to pay the costs of designing constructing, originally equipping and furnishing a
new Beverly Middle School at 502 Cabot Street have considered said matter and
beg leave to report as follows, to wit:
Submit the accompanying order and recommend its adoption:
Ordered: That the City Council of the City of Beverly approve the request relative
to the appropriation of the sum of One Hundred Nine Million, Two Hundred
Eleven Thousand, Eighty Dollars ($109,211,080) to pay costs of designing,
constructing, originally equipping and furnishing a new Beverly Middle School, to
be located at 502 Cabot Street, in Beverly, Massachusetts; and for the payment
of all other costs incidental and related thereto, which school facility shall have an
anticipated useful life as an educational facility for the instruction of school
children for at least 50 years, said sum to be expended under the direction of the
School Building Committee, and to meet said appropriation the Treasurer, with
the approval of the Mayor, is authorized to borrow said sum under M.G.L.
Chapter 44, or any other enabling authority; that the City of Beverly
acknowledges that the Massachusetts School Building Authority's ( "MSBA ")
grant program is a non - entitlement, discretionary program based on need, as
determined by the MSBA, and any project costs the City of Beverly incurs in
excess of any grant that may be approved by and received from the MSBA shall
be the sole responsibility of the City of Beverly; provided further that any grant
that the City of Beverly may receive from the MSBA for the Project shall not
exceed the lesser of (1) a provisional rate of Fifty -Six and Fourteen one
hundredths percent (56.14 %) of eligible, approved project costs, as determined
by the MSBA, or (2) the total maximum grant amount determined by the MSBA,
and that the amount of borrowing authorized pursuant to this vote shall be
reduced by any grant amount set forth in the Project Funding Agreement that
may be executed between the City and the MSBA.
