On Thursday June 18t 2015 the Community Preservation Committee (CPC) voted
in favor of recommending the attached Fiscal Year 2016 budget to the City Council
for consideration. Each fiscal year the City must approve a Community
Preservation budget which allocates estimated revenues to meet the minimum
reserve requirements as established by law. I have reviewed the provosed budget
and feel it is a reasonable estimate of revenues and addresses the reserve
allocations as required by the community preservation act. I urge the council to
approve the budget as presented.
Please initiate action on this matter at your next City Council meeting, September 8,
2015. This transfer request will require a public hearing be set prior to a Council
vote. Thank you.

Dear Members of the City Council:
Attached please find an Ordinance to formally create a senior tax work off abatement
program.
As some of you know, I have advocated for the creation of a senior tax work off program
since I was elected to the City Council. There are many benefits to the establishment of a
senior tax work off program:
• Allows the city to benefit from the skills and wisdom of our residents.
• Engages additional volunteers, encouraging increased resident involvement.
• Provides a meaningful way for seniors to give back to our community.
• Offers a modest tax reduction in return.
The City has already accepted the provisions of Massachusetts General Law, Chapter 59
Section 5K which I have attached for your reference. This authorizes the City of Beverly, at
our option, to establish a program allowing residents over the age of 60 to volunteer for the
city in exchange for a modest reduction in real estate taxes.
Over the years, I have discussed this program with countless city officials. While most have
thought a program like this has a lot of merit and would be successful in Beverly, we have
failed to make progress. This Ordinance would change that. The proposed language would:
• Provide program participants a tax abatement between $500 and $1,000 per fiscal
year.
• Give preference to those making less than $25,000 per year but makes the program
available to anyone who wants to participate.
• Limit participation to 20 residents per fiscal year.
• Require the City to offer no less than 5 residents per fiscal year an opportunity to
participate in the program.
• Form a committee to implement the program and assess the program's effectiveness
annually.
During times when some of our senior population are struggling to make ends meet, small
steps like this can go a long way in demonstrating that we care, we're trying to help and,
while modest, taking steps available to us to make Beverly a more affordable place to live.
