MEMBERS PRESENT: DR. MAYO JOHNSON, GLENN TERRY, CLAYTON SMALL,
NANCY LODGE AND CHAIRMAN VINCENT COTREAU.
MEETING CALLED TO ORDER @ 7:45 P.M.
GLENN TERRY MOTIONED TO RECESS FOR THE PUBLIC HEARING SESSION AND
DR. MAYO JOHNSON SECONDED THE MOTION. ALL IN FAVOR.
CONTINUED - ATHLETIC FIELD AT ENDICOTT COLLEGE.
A NEW PLAN WAS SUBMITTED TO THE MEMBERS AT THIS TIME
BY CARL BALSLEY FROM HAYES ENGINEERING CO.
ALSO PRESENT, PRESIDENT WYLIE, JACK KELLEHER, CONTRACTOR AND
MAINTENANCE MAN, PAUL RICHARDSON.
EROSION CONTROLS, DOUBLE ROW OF HAY BALES AND SILTATION FENCE ARE TO
BE ERECTED. RE: SAFETY FACTORS, THERE IS A STEEP EMBANKMENT AND
THE BUILDING INSPECTOR HAS BEEN CONTACTED BY JACK KELLEHER.
NANCY LODGE - THEY HAVE ALREADY BEGUN TO BUILD, WHY ARE THEY NOW
COMING BEFORE US.
CARL BALSLEY STATED THAT AT THE FIRST HEARING, IT WAS MENTIONED.
NANCY LODGE SAYS IT LOOKS CLOSER THAN 100'.
CARL BALSLEY - AT THE END OF THE PIPE IT IS 20-25' INTO THE BUFFER
ZONE.
NANCY LODGE RE: BLASTING CONCERNS AND THE WELLS AND THE
ABUTTERS.
CARL BALSLEY - THERE IS NO BLASTING PROPOSED NEAR THE BUFFER ZONE.
NANCY LODGE - WANTS TO KEEP THE HEARING OPEN.
GLENN TERRY - RE: FENCE FOR SAFETY, JACK KELLEHER IS TO CONTACT THE
BUILDING INSPECTOR. AND TO VISIT THE SITE WHEN THE PROJECT IS
FINISHED FOR THE FENCE ERECTING.
CHAIRMAN - IF THERE ARE TO BE ANY NEW ALTERATIONS WITHIN 100',
ENDICOTT IS TO COME BACK BEFORE THE COMMISSION.
JACK KELLEHER - IF IT IS NOT IN THE BUFFER ZONE, THERE WILL BE NO
NEED TO COME BACK.
CHAIBMAN - APPLICANT WOULD HAVE TO ASK FOR AN AMENDMENT IF ANY
ALTERATION IS SIGNIFICANT FOR A NEW HEARING.
PRESIDENT WYLIE - REFERRING TO BENCHES, TO SEE WHAT THE CONTOURS
ARE AND WILL COME BACK IF NECESSARY. (PERMANENT / STATIONARY).
CHAIRMAN IF ONLY PORTABLE BENCHES, THEN THERE WILL BE NO
ALTERATION.
NANCY LODGE - DOWN THE STEEP HILL, THE VALLEY AREA, RE: A STREAM.
CARL BALSLEY - THERE IS NOT A STREAM, TOPOGRAPHICALLY IT LOOKS IT.
THE DEPRESSION LACKS ANY DEFINITION.
CLAYTON SMALL - RE: ALEXANDER' S MEMORANDUM.
TOM ALEXANDER THE ABUTTER ISSUE HAS BEEN COVERED, ETC. THE
LETTER WILL BE ON FILE.
THE ORDER OF CONDITIONS WILL NOT BE RELEASED UNTIL SUCH IS
RECEIVED.

RENEE MARY OF 274 HALE STREET - WANTS TO SEE THE MEMO BEFORE THE
HEARING IS CLOSED. STILL NO NOTIFICATION HAS BEEN RECEIVED. ALSO
A LARGE NOISE WAS' HEARD DURING THE WEEK. SHOULD LOOK INTO THE
CAUSE AND THE EFFECT. ALSO AT THE TEST RESULTS.
CHAIRMAN - THAT IS THE LIMIT OF OUR JURISDICTION THE 100' BUFFER
ZONE, THE FIRE DEPT. IS IN CHARGE OF BLASTING. ALL BLASTING HAS
BEEN OUTSIDE THE BUFFER ZONE AND HAS HAD NO EFFECT ON THE WETLANDS.
STEVE CRANE OF 3 ROBIN ROAD RE: FILLING SEEN ON THE SITE VISIT.
THERE ARE STREAMS ON BOTH SIDES, WHAT WILL THE CONSERVATION
COMMISSION DO NOW?
RENEE MARY - THERE IS NO MENTION OF WELLS OVER WITCH LANE IN THE
NOTICE OF INTENT.
GLENN TERRY - WHERE IS THE WELL OWNER NOW.
RENEE MARY - HE WORKS LONG HOURS AND HE LEFT IT UP TO ME TO SPEAK
FOR HIM.
BOTH THE CHAIRMAN AND CARL BALSLEY TRIED TO LOCATE THE WELL LOT ON
THE ASSESSORS MAP.
CARL BALSLEY - THE WELL IS 4000' AWAY.
GLENN TERRY - IT IS A FIRE DEPT. ISSUE, THEY ARE THE PERMITTING
AGENCY.
CLAYTON SMALL - THE FILLING IS WITHIN 100' OF THE BUFFER ZONE, ALSO
THE WOOD CHIPS, CLARIFY WHEN AND HOW IT HAPPENED.
PAUL RICHARDSON, MAINTENANCE MAN FROM ENDICOTT COLLEGE -
HE HAS SEEN INFORMATION AND THE TIME APPROXIMATELY WAS 1970.
STEVE CRANE - THE INFORMATION IS ACCURATE, HE DID FIND THE FILL NOT
JUST WOOD CHIPS.
THE COMMISSION WAS NOTIFIED OF IT DURING THE LAUREL RIDGE HEARINGS.
RENEE MARY - RAY BOUCHARD CHAIRED AT THAT TIME.
NANCY LODGE - WE SHOULD MEASURE THE FOOTAGE.
CHAIRMAN - THEY SHOULD NOT HAVE DONE THIS, BUT NOW WE HAVE A FILING
BEFORE US. NO DAMAGE IS BEING DFONE TO THE WETLANDS.
GLENN TERRY MOTIONED THAT THE INFORMATION IS SUFFICIENT AND TO
CLOSE THE HEARING AND CLAYTON SMALL SECONDED THE MOTION. ALL IN
FAVOR. NANCY LODGE IS IN OPPOSITION. THE HEARING IS CLOSED.
DR. MAYO JOHNSON MOTIONED TO RECONVENE TO THE REGULAR MEETING AND
CLAYTON SMALL SECONDED THE MOTION. ALL IN FAVOR.
DISCUSSION ROLAND PELLETIER OF 7 MACARTHUR RD. YARD WORK.
THERE IS A FALLEN WILLOW TREE AND WANTS TO MOVE ALL LUMBER AND
BRUSH OUT OF THE WETLANDS. GULF OF MAINE FLAGGED THE AREA.
TO MOVE BRUSH FROM THE DRY SLOPE AND WANTS TO PLANT FLOWERS AND
TOMATOES. TO PLACE ROCKS AND CLEAN UP THE AREA.
CLAYTON SMALL - RE: RETAINING THE SOIL.
PELLETIER TO PUT IN PEAT MOSS AND FERTILIZER, AT THE BOTTOM,
RECOMMEND SILT FENCING.
GLENN TERRY - WORKING WITH HAY BALES AND A FENCE WILL BE DIFFICULT.
CHAIRMAN - VIEWED THE SITE AND IT IS A GOOD IDEA (THE PLAN TO CLEAN
IT UP).
GLENN TERRY - HAS NO PROBLEMS.
CLAYTON SMALL - IS CONCERNED WITH THE USE OF FERTILIZER AND PEAT
MOSS, HAS A PROBLEM WITH THE PEAT MOSS, WILL MAKE THE AREA MORE
ACIDIC.
GLENN TERRY - POINTED OUT A DEFINITE PEAT BOG.
A LOT OF WILDLIFE IS THERE.
DR. MAYO JOHNSON - REREAD THE LETTER, HAY BALES ARE NOT SUFFICIENT
FOR JUST DOING THIS WORK.
THE CHAIRMAN ASKED TO NOTIFY US WHEN IT IS DONE.
ENFORCEMENT ORDER #5-120 DELORENZO PROPERTY 405 ESSEX ST.
NO WORK IS BEING DONE TO REQUIRE ONE. ANY HOUSE THAT IS TO BE
BUILT IS TO FILE SEPARATELY.
CLAYTON SMALL - RE: ESSEX COUNTY GREENBELT IS LOOKING FOR PARCELS.
NANCYLODGE - RE: BURNHAM LAND TRUST AND SALEM'S ATTITUDE SAYING WE
HAVE BEEN NEGLIGENT.
GLENN TERRY - RE: THE SALEM AND BEVERLY WATER SUPPLY WATER, AND
THAT WE (BEVERLY) HAVE ONE OF THE BEST.
ENDICOTTT COLLEGE ATHLETIC FIELD - ORDERS OF CONDITIONS
GLENN TERRY MOTIONED TO GRANT THEM BUT NO RELEASE UNTIL THE
MEMORANDUM FROM TOM ALEXANDER IS RECEIVED AND DR. MAYO JOHNSON
SECONDED THE MOTION. CLAYTON SMALL TOADDTHAT AFTER EACH SPORTING
EVENT THE WETLANDS ARE TO BE CLEARED AND INSPECTED OF ALL LITTER
AND DEBRIS. ALL IN FAVOR.
PERMIT EXTENSION FOR TUCK PT. MARINA #5-66.
CLAYTON SMALL MOTIONED TO GRANT A 6-MONTH EXTENSION AND GLENN TERRY
SECONDED THE MOTION. A LETTER REQUESTING THAT THEY COME IN AFTER
THE 6-MONTHS ARE OVER IF NOT COMPLETE. ALL IN FAVOR.
