FIRST CONTINUED HEARING 163 WEST STREET LOT 3 / HOUSE CONSTRUCTION,
POOL, ETC. JOHN DICK, ENGINEER FROM HANCOCK SURVEY EXPLAINED THE
PROJECT. THERE IS A CIRCULAR DRIVEWAY; NEWHOUSE IS V-SHAPED DESIGN
AND IS 5' FURTHER FROM THE BANK, A SITE VISIT WAS HELD ON SUNDAY.
THERE WILL BE LOAMING AND SEEDING WITHIN THE HAY BALE BUFFER.
THERE ARE TWO PRIMARY AREAS OF EROSION ON THE SITE. TREES ARE
GROWING NEAR THE COASTAL BANK. SPOKE OF RECONSTRUCTING THE WALL.
A NEW PLAN WAS SUBMITTED RE: SEWAGE DISPOSAL SYSTEM WITH A COVER
LETTER RE: ISSUES DISCUSSRD AT THE SITE VISIT. JOHN DICK WANTS TO
PLACE SAND BAGS, CHAIRMAN DOESN'T THINK IT A GOOD IDEA.

ATTORNEY AND HUSBAND, JOHN SERAFINI, REPRESENTED. REFERRED TO THE
ORDER OF CONDITIONS FOR THE GARAGE IN 1992. HE THEN EXPLAINED THE
PROJECT AT PRESENT. TO DO THE TWO PROJECTS AT THE SAME TIME. THE
PLAN IS APPROVED BY THE HEALTH DEPARTMENT, DPW COMMISSIONER,
GEORGE ZAMBOURAS HAS ALSO REVIEWED AND APPROVED THE PLAN. THE
GARAGE GOES SOUTH OF THE SEPTIC SYSTEM.

DPW COMMISSIONER - THE ELEVATION IS 25' APPROXIMATELY. NOW THERE
IS AN EXISTING CESS POOL, THERE IS NO SIGN OF A BREAKOUT (LEECHING)
IN THE AREA.

EXPLAINED THE PROJECT, TO EXCAVATE THE GAS PLANT WASTE AND TO TRUCK
IT AWAY TO BINGHAMPTON, NEW YORK (STATE GAS AND CHEMICAL). AND TO
EXPAND THE FENCE AREA, FIGURE 4, FOR STAGING EQUIPMENT AND TO
REMOVE ALL MGP WASTE. TO HAND SHOVEL IN THE WETLANDS AREA. PROBES
TO BE DONE INSIDE THE FENCE AREA, IN THE BUFFER ZONE. A BACKHOE
WILL BE MOBILIZED. SOME AREA, THE NORTHEAST AREA IS 6' THICK. THE
PROCESSING WILL BE DONE BETWEEN THE BUFFER ZONES NOT IN THE BUFFER
ZONES. LIQUIDS BOUND TO BE SENT OFF SO AS NOT TO GET INTO THE
GROUNDWATER IN THE AREA. SITE RESTORATION IS PLANNED, NOT TO
CHANGE THE DRAINAGE PATTERNS THAT EXIST. THE TIME FRAME MID
OCTOBER AND TO START TRUCKING THROUGH NOVEMBER-DECEMBER.
IN DECEMBER TO RESTORE GRADING AND TREES.
IN THE SPRING - RE-SEEDING, TOP SOUL AND GRADING. TO RESTORE THE
GROUNDWATER WELLS. PVC WELLS. ALL WORK IMPLEMENTED IN A LOCKED
FENCE AREA. NO POSSIBILITY OF PUBLIC ACCESS TO MAINTAIN VEGETATION
AS MUCH AS POSSIBLE, HAY BALES AND SILT FENCING WILL BE PLACED FOR
PROTECTION. STOCKPILES WILL BE PLACED ON IMPERVIOUS SURFACES, TO
RESTORE EXISTING GRADES UPON COMPLETION. ALL DONE IN CONJUNCTION
WITH DEP, JERRY MCCALL.

OF CLEANING TRUCKS.

BEST FOR LONG TERM.
GLENN TERRY - CAPPING VS.REMOVAL. FLYASH CANNOT BE REMOVED.
STOCKPILING, HOW LONG AND HOW MUCH. DRAINAGE INTO WENHAM LAKE.
JARWOSKI - STOCKPILING WILL BE PLACED ON IMPERVIOUS WASTE 3400
CUBIC YARDS. (DUMP TRUCKS / TRAILER WILL BE USED = 13 YDS.).
DPW COMMISSIONER - RE: SATURATED SOIL?
JARWOSKI - THE MATERIALS BELOW THE WATER TABLE, HAS DONE 20-30 TEST
PITS. NO EVIDENCE OF GROUNDWATER BELOW THE TEST PITS, WELLS IN
PLACE IN 1987-88 AND HAVE NOT.GONE IN THERE SINCE THEN.
DPW COMMISSIONER - SHOULD DETAIL THE TRUCK TO WASH IN AND OUT FROM
STOCKPILING. IN THE CITY OF SALEM, TRAILS 3/4 OF A MILE ARE LEFT
BY WET TRUCKS. THEY SHOULD DRY OFF. THE MATERIAL WILL BE REMOVED
NOT CAPPED.
WELLS DO EXIST THERE NOW - 5 WELLS.

IS A LIKELY AREA THAT FEEDS WENHAM LAKE. HAY BALES AND A SILT
FENCE ON THE NORTHSIDE TO PREVENT RUNOFF DURING THE SNOW WEATHER.

CUTTING, FLYASH DANGER, ETC. URGES THE CONSERVATION COMMISSION TO
MONITOR THE CLEANUP.
THE CHAIRMAN TOLD HER TO SUBMIT THIS TO P.I.P. PROCESS AND TO THE
STATE. ALSO IT IS A HEALTH ISSUE.
FRANK PICCARELLO OF 60 TRASK STREET IS CONCERNED WITH THE AMOUNT OF
TRAFFIC AND THE POLLUTION AND THE ODOR. DOES ALL THIS HAVE TO BE
REMOVED? THE EXPENSE AND THE DISTURBANCE, IS THIS NECESSARY? TO
