Dear Honorable Council:
Fire Chief Paul Cotter has notified me that on July 8, 2013 the City was awarded a Staffing for Adequate
Fire and Emergency Response (SAFER) grant from the Department of Homeland Security (DHS) and
FEMA. This grant will cover the base salary and benefit costs of four firefighters for atwo -year period
with a value to the City of $556,284. This hiring grant is particularly attractive because it does not have
a retention commitment for the SAFER funded firefighters once the grant expires.
We must respond to DHS /FEMA within thirty days of the notification of award that we are going to
accept the grant. I would ask that the Council vote affirmatively this evening to accept the grant so that
we can make appropriate notification in a timely manner.
I have attached select pages from the grant application to provide you additional information.

Request for appropriation $1000,000. for updates to cable /Radio Equip. have considered said matter and beg leave to report as follows, to

Ordered: That the City Council of the City of Beverly approve the appropriation of $1,000,000 for the costs of the installation of cable and
radio equipment to improve police and data processing communications throughout the City; that to meet this appropriation the Treasurer
with the approval of the Mayor and the Director of Municipal Finance is authorized to borrow $1,000,000 under Chapter 44 of the General
Laws or any other enabling authority; that the Treasurer is authorized to file an application to qualify under Chapter 44A of the General
Laws any or all of the bonds and to provide such information and execute such documents as may be required for these purposes.

Request for appropriation of $2,600,000.. for repairs to City Hall and the Police Station have considered said matter and beg leave to
report as follows, to wit:
Submit the accompanying order and recommend its adoption
Ordered: That the City Council of the City of Beverly approve the appropriation of $2,600,000 for the making of extraordinary repairs to
City Hall and the Police Station, including the repair /replacement of exterior /interior walls, roofing systems and windows; that to
meet this appropriation the Treasurer with the approval of the Mayor and the Director of Municipal Finance is authorized to
borrow $2,600,000 under Chapter 44 of the General Laws or any other enabling authority; that the Treasurer is authorized to file
an application to qualify under Chapter 44A of the General Laws any or all of the bonds and to provide such information and
execute such documents as may be required for these purposes.
