Dear Honorable Council:
As you councilors well know, the City of Beverly has a real need to upgrade its internal communications
system by extensive laying of fiber optic cable to connect municipal buildings. While expensive to
install, this investment will allow Beverly to significantly reduce costs of leased communications lines

which suffer from frequent outages.

The impending conversion from two local dispatch centers (police and fire) to the Regional Emergency
Communications Center (RECC) located in Middleton will improve the dispatching process and save
Beverly money while eliminating local investment. The conversion does underscore, however, an
ongoing problem within Beverly's borders which has existed since radio communication began many
years ago, of "dead spots" in our community. These are caused by Beverly's topography whose up and
down nature impedes line of sight communications. It is very important that we bring our electronic
communications system within Beverly to a first class condition. The investment to do so involves both
the laying of the fiber optic cable described above and the installation of above ground repeating
equipment and is significant in the order of $1,000,000 but annual savings of at least $100,000 in utility
bills has been identified and much improved service levels and capabilities will derive from this
necessary investment.
Please set a public hearing for July 15 on this appropriation request. Thank you.

Dear Honorable Council:
Bids have now been received for the important City Hall and Police Station upgrade project. The lowest
responsive bid is from Lambrian Construction Corp. whose bid amount is $2,233,000. Despite best
efforts to fully define the project and because City Hall is extremely old, dating back into the 1700's, we
may discover hidden conditions. Thus, we respectfully request an appropriation of $2,600,000 which
represents a 16.49% contingency. Our estimate in the capital expenditure plan for the combined City
Hall and Police Station work was $2,750,000. The requested appropriation is $150,000 less than that
estimate.
Please set a public hearing for this appropriation on July 15 Thank you.

radio equipment to improve police and data processing communications throughout the City; that to meet this appropriation the Treasurer
with the approval of the Mayor and the Director of Municipal Finance is authorized to borrow $1,000,000 under Chapter 44 of the General
Laws or any other enabling authority; that the Treasurer is authorized to file an application to qualify under Chapter 44A of the General
Laws any or all of the bonds and to provide such information and execute such documents as may be required for these purposes.

repairs to City Hall and the Police Station, including the repair /replacement of exterior /interior walls, roofing systems and
windows; that to meet this appropriation the Treasurer with the approval of the Mayor and the Director of Municipal Finance is
authorized to borrow $2,600,000 under Chapter 44 of the General Laws or any other enabling authority; that the Treasurer is
authorized to file an application to qualify under Chapter 44A of the General Laws any or all of the bonds and to provide such

Be it ordained by the City Council of the City of Beverly as follows, to wit:
(a) Amend Section 38 -25 (formerly Chapter 29 -25) of the Zoning Ordinance entitled Parking and Loading
Requirements to allow shared on -site parking by special permit; allow the by -right use of on- street spaces
by certain uses to meet parking requirements; regulate use of public off - street parking facilities to meet
parking requirements; allow off -site parking on privately -owned lots to meet parking requirements; and add
provisions for compact parking spaces; and
(b) Amend Section 38.2.8. (formerly Chapter 29.2.B.) by adding definitions for "Baseline Number of Parking
Spaces "; "Off- Street Parking "; "On- Street Parking ", "Parking Aisle ", "Parking Lot ", and "Parking Space ".
A copy of the proposed amendments which will affect Article XXXVIII of the City of Beverly Ordinances is on file in
the office of the City Clerk and is available for public review.
