2002-03-11BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MARCH 11, 2002 PRESENT: Commissioners Barnico, Lydon, Mahoney, Nelson, Rosen, Simpson, Tognazzi, Trask, Vitale, and White ABSENT: Commissioner Duval PUBLIC: Ken Lewis, Rich Mello, Craig Schuster, Dave Graham, and Ken Robinson A. CALL TO ORDER: Chairman Vitale called the meeting to order at 7:30PM. 1. Presentation: · Edwards & Kelcey Update – Craig Schuster and Dave Graham updated the commission on the Beverly Airport ENF project submittal. One important item from the presentation was the need to remove off- airport obstructions (trees) at the end of Runway 27. 2. Reading of the Minutes for February 2002 – Chairman Vitale called for a reading of the minutes from the February meeting. Commissioner Nelson made a motion to accept the minutes, seconded by Commissioner Mahoney. Motion passed unanimously. 3. Reading of the Financial Report – Chairman Vitale called for a reading of the financial report. Vice Chairman White gave the financial report for February 2002. Commissioner Barnico made a motion to accept the financial report subject to audit, seconded by Commissioner Trask. Motion passed unanimously. B. OLD BUSINESS: Sub-Committee Reports · Property/Legal/Finance Subcommittee – Commissioner Mahoney reported on the results of a request by Chairman Vitale that the sub- committee look at ways to increase revenue at the airport. Increasing fees was looked at but discarded as financial benefits would be minimal and there was a greater danger of FBO’s losing business to rate increases. The recommended course of action was to keep pushing for development of the Gurnard site and the marketing of the industrial parcels. · Public Relations Subcommittee – Commissioner Simpson reported that he attended a City of Beverly Master Plan meeting to see how it interfaced with the Airport Master Plan. The prevailing thought at the City of Beverly Master Plan meeting was the airport is good for the city and they favor industrial park development at the airport. 1 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MARCH 11, 2002 Commissioner Simpson made a suggestion at the meeting that the City of Beverly dedicate funds that would help out the airport with needed projects i.e. the removal of dilapidated buildings. Commissioner Simpson reported that he did not have time yet to look into an airport newsletter. Chairman Vitale said he and the Airport Manager would meet the following week with Commissioner Trask to get Aviation Day started. Chairman Vitale informed the commission of the Collings Foundation’s desire to be part of Aviation Day. The commission would want to see a written Collings Foundation plan first. · Facilities and Maintenance Subcommittee – Commissioner Tognazzi reported that he had the Merchant Marine emblem for the airport’s Vietnam War Memorial but warm weather is needed for proper adhesion. Commissioner Barnico reported on the clutter in back of G.A.S. Hangar #1. General Aviation Services will be told to clean up the area. C. NEW BUSINESS: None D. AIRPORT MANAGER’S REPORT: Airport Manager Mezzetti informed the commission on the Tom Ford lease finalization, efforts to have the tower open an hour earlier, commercial landings, free press releases from WNSH radio, possible funds from the Beverly Improvement Society for airport beautification, Wayside container parking, and M.A.C. airport badging requirements. E. CHAIRMAN’S REPORT: · Chairman Vitale passed out sheets requesting the commissioners’ email addresses. · Bruce Eaton was awarded a service plaque. Wil Gourdeau and Bob Farmer will also be awarded plaques. · Chairman Vitale updated the commission on commercial interest on the industrial parcel at the end of Runway 34. 2 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MARCH 11, 2002 · Chairman Vitale talked about a proposed airport presentation to City Council (same as was given to Mayor Crean) to include information on the need to clean up the Gurnard site. · Chairman Vitale asked that if any commissioner wanted Airport Manager action on any issue or subject to first contact the Chairman. · Chairman Vitale asked the Airport Manager to check and see if the airport security signs could be started now and reimbursed later by M.A.C. F. COMMISSION COMMENTS: · Commissioner Rosen asked if the airport website was up and running. G. ADJOURNMENT: Motion to adjourn made by Commissioner Nelson, seconded by Commissioner Rosen.
