A regular meeting of the Beverly School Committee was held on Wednesday, June 13, 2012 in Council
Chambers at City Hall, Beverly, MA.
Members Present: Mayor Scanlon, David Manzi, Matthew Kavanagh, Maria Decker, Kris Silverstein,
and Annemarie Cesa, Paul Manzo (arrived at 8 :40p.m.)
Also in Attendance: Superintendent Dr. Marie Galinski, Assistant Superintendent Dr. Maryellen Duffy,

Call to Order: Ms. Decker called the meeting to order at 7 :30 pm. Ms. Decker noted that the time
of the meeting has been changed from 7 :00 p.m. to 7 :30 p.m. so members could
attend the Briscoe 8 t " grade ceremony and Paul Manzo would be joining the
meeting later as he was chaperoning the 8 t " grade dance.
Pledge of Allegiance: Dr. Galinski led those assembled in the Pledge of Allegiance.
AGENDA
Presentations
Meredith Lupini and Daniella Zessoules presented Principal Sean Gallagher, Maria Decker and Dr. Galinski
with a scholarship for the Summer Success Program from the high school student council.
The Beverly Education Foundation members, Doug Walker, Anna Green, Lorinda Visnick, Lisa Lillalund and
Richelle Vincent presented a check in the amount of $38,000 to Principal Sean Gallagher, Dr. Galinski and
Maria Decker for the 1 to 1 Laptop program at the high school.

Approval of Meeting Records
A motion was made by Annemarie Cesa to approve the minutes from the January 18, 2012 Executive
Session meeting. The motion was seconded by Kris Silverstein and approved by a vote of 6:0.
A motion was made by Kris Silverstein to approve the minutes from the February 1, 2012 Executive
Session meeting. The motion was seconded by David Manzi and approved by a vote of 6:0.
A motion was made by Matthew Kavanagh to approve the minutes from the February 8, 2012 Executive

A motion was made by David Manzi to approve the minutes from the May 21, 2012 Committee of the Whole
meeting. The motion was seconded by Matthew Kavanagh and approved by a vote of 6:0.
Report from Student Representative to the School Committee
Maria Decker introduced the new Student Representative, Hind AI- Jarahi. Hind said that she will be a junior
next year and that she has been involved in Habitat for Humanity, Student Council, World of Difference,
International Friendship Club and Key Club and also plays three sports. Hind reported that the schedules
for finals and make -up exams have been posted and that the summer school will begin on July 9 and run
through August 3rd
Communications from Committee Members
Kris Silverstein received a communication from a parent who expressed concern about providing a rigorous
curriculum for those students who need to be more challenged, she received inquiries about the green
school community expanding to include composting and received a questions regarding Summer School
which she referred to the Superintendent.
David Manzi received calls regarding the pre - school moving out of Cove.
Annemarie Cesa received questions about Destination Imagination teams fundraising. Annemarie reported

she too received many concerns regarding the Cove pre - school move to the Consortium and said that
she visited the site commenting that is a beautiful facility with wonderful accommodations for our
students. She received calls regarding parking at North Beverly during sporting events and the
accelerated reader program.
Matthew Kavanagh spoke to a parent with concerns and referred them to Sped. He also received
communications regarding AP courses, pre - school concerns and questions regarding American History
curriculum and transitioning from Briscoe to BHS.
Maria Decker reported communications regarding pre - school, Point -of -Sales system and the timing for
posting lunch menus.
Report from Superintendent Galinski
1. Introduction of the New Cove Principal
Dr. Galinski introduced Lisa Oliver who has been selected as the new Principal of the Cove Elementary
School. Lisa thanked School Committee members for this opportunity and said she comes to Beverly with
19 years of classroom experience and a love of literacy. She said she is looking forward to working with the
Administration and being a part of the Leadership Team.
2. Youth Risk Behavior Survey
Dr. Galinski reported that the Youth Risk Behavior Survey, which alternates between Briscoe and the high
school, was conducted at Briscoe this year. The survey centered on health issues and Dr. Galinski
reported that the results have been included in the packets. Annemarie Cesa expressed her surprise at the
response from students who had been bullied and Kris Silverstein expressed the need to look at physical
education at the elementary level.
3. Bullying _ Survey
Dr. Galinski reported that a bullying survey was conducted at the high school this year through K -12 Insight,
the results of which she included. She stated that the numbers are higher than we would like and she'd like
to see them go down over time.
4. Strategic Plan — Annual Report
Dr. Galinski said that she was very pleased to provide committee members with the first annual Strategic
Plan progress report. She reflected on the anxiety members of the committee felt when they began this
undertaking and thanked the individuals in attendance for the amazing time and effort that they have put
into this plan. Members commented on some of the positive outcomes so far and Principal Sean Gallagher
spoke to the national recognition the high school has received through their SLC Grant.
Report from School Committee President Maria Decker
New Educator Evaluation System
Maria Decker provided information on the new Educator Evaluation System — Superintendent Evaluation
explaining the SMART Goals include: more visits to schools observing principals, to reduce the
achievement gap, and an increase in the number of students achieving Proficient/Advanced on Science
MCAS. She also outlined the four standards for evaluation and the rating system.
2. Teacher Evaluation Work Group
Maria stated that both she and Matt Kavanagh, who are part of the Teacher Evaluation work group which
includes administration and teachers, continue work on the new Teacher Evaluation process.
3. Summer Hours

reported that the Central Office and elementary schools will begin their summer hours for staff

on June 25 , ending August 13, 2012. The Central Office and elementary schools will be closed on
Mondays and will be open Tuesday through Friday from 7:15 a.m. to 4:30 p.m. The high school hours of
operations will be Monday through Friday, 7:30 to 3:00 due to summer school sessions.

Committee Reports
Standing Committee on Finance & Facilities (Paul Manzo, Chairperson)
The Standing Committee on Finance and Facilities last met on May 15 at the Briscoe Middle School. Ms.
Decker reported for Mr. Manzo that they received a detailed Buildings and Grounds report which included
recent vandalism at BHS, elevator update at Briscoe, grounds work and the current budget. The committee
reviewed the expense concerns, revenues and utility accounts.
1. Upon the recommendation of the Standing Committee on Finance and Facilities a motion was made by
Maria Decker to approve the attached budget transfers. The motion was seconded by Kris Silverstein and
approved by a vote of 6
Standing Committee on Curriculum, Instruction, and Student Life (Annemarie Cesa, Chairperson
Annemarie Cesa reported that the Curriculum, Instruction and Student Life Committee last met on June 6 t "
and reviewed the following: they received Nutritional updates from Food Service Director Nancy Antolini
which included the addition of a salad bar at the elementary schools, Emily Rockwell provided information
on parent support programs that were in place during the school year and plans for the fall. Elementary
Band and String numbers were lower than normal last year, reported Ms. Cesa and the committee received
information on Progress and Performance index VS. Adequate Yearly Progress and received a review of
the Professional Development Survey from Dr. Duffy.
Upon the recommendation of the Standing Committee on Curriculum, Instruction & Student Life a motion
was made by Annemarie Cesa to approve the attached policy regarding "Pediculosis ". The motion was
seconded by David Manzi and approved by a vote of 6:0.
The next meeting of the Curriculum, Instruction and Student Life Committee will be on September 5, 2012.
Policy Review Subcommittee (David Manzi, Chairperson)
David Manzi reported that no meetings have been scheduled to date.
Negotiations Subcommittee (Matthew Kavanagh, Chairperson)
Matthew Kavanagh reported that negotiations are ongoing in a cordial and professional manner.
Community Engagement
Matt Kavanagh said he enjoyed attending the BHS and Briscoe band concerts. Matt Kavanagh also stated
he enjoyed attending the Beverly Cove Improvement Association scholarship evening. Jonathan Cohen, a
Beverly High School Senior, received this year's scholarship. Stacy Bucyk, the Cove School Principal was
also invited to attend and District Attorney Jonathan Blodgett was the keynote speaker.
Annemarie Cesa reported attending the Briscoe PTO, the Teachers Alumni Art Show which she said was
amazing and the Sped Ad -Hoc meeting. She attended the North Beverly's PTO meeting where members
said farewell to Principal Jennifer Flewelling, the Jazz Band at Lynch Park and the Recovery High School
graduation stating that it was amazing and very emotional tribute to those students.
Mayor Scanlon reported that four Beverly High School students were the recipients of a scholarship at the
Rotary Luncheon.
Kris Silverstein said she attended the Health Advisory meeting where they talked about the new Health
Clinic at BHS she said she enjoyed attending the Salem Youth Philharmonic performance which includes a
number of students from Beverly. She also commented on attending Memorial Day events, the Sped
meeting and the Recovery High School graduation.
David Manzi made a suggestion that at next year's high school graduation they include a "Master of
Ceremony ".
Maria Decker said that she enjoyed the high school's spring concert and the participation of the JROTC in
the parades. She reported that Laurie Stantial has been named "Teacher of the Year" by the Beverly
Rotary and that we will be recognizing her in the fall. Maria stated that staff members from Norheast
Regional Ambulance attended a high school CPR training and inquired if there was anything else the school
was in need of Maria said the school could use infant manikins. Northeast offered to donate four infant
manikins as well as offering their training services.

Annemarie Cesa made a motion to enter into Executive Session to discuss strategy with respect to
collective bargaining with union and non -union personnel and not to return to open session. The motion was
