RE: PERMISSION TO REFINANCE AFFORDABLE HOUSING UNIT AT EDWARDS
HARBORVIEW (FORMER EDWARDS SCHOOL)

You will recall that your Honorable Board authorized a refinancing request from Mr. Dennis Skarep this past June (see copy attached).
Since that June vote there has been a change in the amount of the proposed interest rate. At Mr. Skarep's request
the Council's approval in June authorized an interest rate of 3.75 %. The pending request now before you would
increase the mortgage interest rate to 4.50 %.
All other aspects of Mr. Skarep's original request to refinance (and the Council's initial authorization) would
remain unchanged, including the amount of the proposed mortgage ($165,000.00).
A copy of Mr. Skarep's most recent request is attached. Please let me know if you need any additional
information in order to process this request.

RE: REQUEST TO REFINANCE AN AFFORDABLE HOUSING UNIT AT FEDERAL STREET
CONDOMINIUMS (48 FEDERAL STREET)
Dear Honorable Council:
You may recall that the City's Planning Board required the creation of several affordable housing units in the
Federal Heights condo project and those units were subsequently permitted through the State's Local Initiative
Partnership (LIP) Program.

The City recently received the attached request from the owner of unit #106 at the Federal Heights condo project
to refinance his current mortgage. The State's LIP regulations require that both the City and the State's
Department of Housing and Community Development (DHCD) assent to the refinancing.
Please be advised that I spoke with Ms. Bertha Borin of DHCD last week and she informed me that her agency
has received and reviewed the attached request and finds it acceptable. The City of Beverly must now assent to
the refinancing as well.
