Dear Honorable Council:
There has long been a desire to have a "point of sale" system in the cafeterias of our schools.
Such a system would eliminate the stigma attached to students eligible for free or reduced cost
lunches having to declare their status at the cash register.
As the attached memo from Purchasing Agent David Gelineau explains, we are now able to
complete this system at a reasonable price of $5,412.50 with annual support costs of $3,037 for
years two through five. The hardware required to operate the system was previously purchased
from the State Bid List.
I request that your Honorable Council grant permission to enter into a five -year agreement as
further outlined in the attached. Your favorable vote this evening will make possible the
installation of the entire system over the holiday period in time for school reopening in January.

The City of Beverly desires to submit a non - binding Statement of Interest (SOI) to the Massachusetts
School Building Authority in order to get the process of defining, designing, financing and constructing
a new middle school started.
Part of that process requires that the City Council grant permission to submit the SOI by majority vote of
the Council. Attached is the form of the vote required. You will note that the School Committee
unanimously voted by roll call to submit the SOI at its regular monthly meeting on December 14 th .
I have worked on this subject extensively on behalf of the Superintendent of Schools and would gladly
make every effort to answer any questions you may have. In order for the process to progress, it is
important that you vote this evening. I suggest a roll call vote on this non - binding initiative.

Because of Ms. Bebergal's long -term relationship with the downtown Beverly business community, I
hereby request your Honorable Council to waive the residency requirement.

Ordered: That having convened in an open meeting on December 19, 2011 the City Council of the City of
Beverly, in accordance with its charter, by -laws, and ordinances, has voted to authorize the
Superintendent to submit to the Massachusetts School Building Authority the Statement of Interest
Form dated October 11, 2011 for the Briscoe Middle School located at 7 Sohier Rd. which describes
and explains the following deficiencies and the priority category(s) for which Beverly may be
invited to apply to the Massachusetts School Building Authority in the future - Priority (7)
Replacement of or addition to obsolete buildings in order to provide for a full range of programs
consistent with state and approved local requirements." The obsolescence of the building is
indicated, in part, by antiquated, unreliable and inefficient HVAC, electrical and plumbing systems
and a lack of space preventing optimal educational programming; and hereby further specifically
acknowledges that by submitting this Statement of Interest Form, the Massachusetts School
Building Authority in no way guarantees the acceptance of the approval of an application, the
awarding of a grant or any other funding commitment from the Massachusetts School Building
Authority, or commits the City to filing an application for funding with the Massachusetts School
Building Authority
