Dear Honorable Council:
As you know, the City of Beverly has received a grant of $500,000 to help in the construction of
an artificial turf field inside the track oval at Beverly High School. When I approached your
Honorable Council for permission to pursue the grant, that approval was given on the condition
that we successfully raise the required match of $333,333 from private sources.
At that time I, along with others, took on the task of raising the needed match believing that there
would be individuals and institutions willing to step forward to meet the challenge.
Because we must confirm to the state by January 31 st that matching funds are available, there has
been a real pressure on developing commitments early. For that reason strong emphasis has been
placed on finding people and institutions with the capacity to make sizeable commitments.
We will be pursuing a second field soon and for that effort we expect to pursue BHS alumni

including former athletes as well as parents of current and future students and citizens throughout
Beverly.
The state grant program works on a reimbursement basis similar to that of Chapter 90 Highway
expenditures. I have used that approach with prospective donors. The State requires that the design of
the field be complete by June 3 0, 2011 and that the field be constructed in its entirety during fiscal
2012. I have therefore developed pledges on the basis that they would be entirely payable by June 30,
2012, the last day of fiscal 2012.
I am pleased to advise you tonight that with the considerable help of Maria Decker, School Committee
Member from Ward Six, we are certain to reach our goal. Maria has successfully solicited sports teams
and boosters associated with school and youth sports as well as parent teacher organizations.
Highlighting the fund raising efforts are pledges of $50,000 from Henry and Donna Bertolon, $50,000
from the Loring family and $50,000 from Affiliated Managers Group whose president is Sean Healey.
Generous pledges of $25,000 were also made by Bob Broudo on behalf of Landmark School and the
Beverly Cooperative Bank headed up by Bill Howard as well as $20,000 pledges by DanversBank, Meg
Hamilton of Hamilton Thorne Research and by Dinart Serpa who is the owner of Dunkin Donuts
locations in Beverly. The Fonzos who own Aero Manufacturing have contributed $10,000. These
commitments alone total $270,000. Several other pledges have been made by Salem Five, North Shore
Bank and Eastern Bank as well as the Beverly Rotary Club and Endicott College. We have received
pledges of $5,000 from the Beverly High School PTSO and $3,000 from the Briscoe PTO. Also several
sports and booster organizations have made commitments of as yet unknown sums. When these and the
pledge from Kelly Automotive for $100 per car, new or used, sold to a Beverly resident at each of six
dealerships in 2011 is added in, it is clear that we have met our goal.
John Dunn's enclosed letter requests that your Honorable Council appropriate the entire sum of
$833,333 needed to finance construction of the field. That entire amount will be reimbursed from the
grant and the private donations leaving the City with no net cost. I also wish to remind the Council that
grant provisions require that the care and custody of the parcel of land containing the track must be
transferred to the Parks and Recreation Commission.
Several votes will be necessary. The School Committee will vote on January 12 to transfer the care
and custody of the land in question to the Parks and Recreation Commission. The Planning Board will
vote on January 18 that the parcel meets ANR (Approval Not Required) criteria. The Parks and
Recreation Commission will vote on January 19 or 20 to accept care and custody of the parcel.
The City Council is hereby requested to take a first reading tonight on the order which the City Solicitor
will present and set a Public Hearing on January 18 at which time a vote will need to be taken to
appropriate the total sum of $833,333 and your approval of the transfer of care and custody of the land
to the Parks and Recreation Commission.
The entire completed package of approvals and appropriations needs to be delivered to the Division of
Conservation Services no later than January 31, 2011. A timeline of necessary transactions is attached
to this letter.
Any contributions beyond the $333,000 goal will be applied to the second field which is expected to cost
$1,000,000 to complete. While the second field will be a challenge, we will not be up against a firm
deadline and we will be able to pursue contributions from a broad population.
I wish to thank profusely all those partners who have made commitments in these difficult times thus
allowing us to take advantage of the $500,000 grant. The cooperation from individuals and
organizations has been splendid and proves how much people care about our City. Making all this
happen is a real victory for Beverly.
