IN RE: Director of Engineering
Dear Honorable Council:
Upon the retirement of Director of Engineering Frank Killilea additional duties have been
assigned to Michael Collins, the City's current Commissioner of Public Services, Public Works,
and Engineering. In order that Mr. Collins serve as the City's representative on the Board of the
South Essex Sewerage District, it is required that his position be identified as the "Director" of
Engineering rather that the Commissioner of Engineering.
I hereby request that your honorable Council amend current ordinances so that Mr.
Collins is identified as the City's Director of Engineering. I have attached hereto a revised
Ordinance prepared by the City Solicitors office upon which I request that you take immediate
action. Approval of this proposed ordinance change will result in Mr. Collins' position being
identified as "Director of Engineering; Commissioner of Public Services, Public Works ".

In Re: Carriage House at Lynch Park
Dear Honorable Council:

As you are no doubt aware the Carriage House at Lynch Park has been the subject of much effort by the
Parks and Recreation Commission and private individuals, with the goal that such facility be available
by rental contract for use as a function facility. That effort is about to bear fruit.
At the present time City Ordinances prohibit the possession of alcoholic beverages in all but a few City
buildings. This prohibition currently extends to the Carriage House.
I request your Honorable Council amend the currently existing Ordinance so that the possession and
consumption of alcoholic beverage be permitted in the Carriage House so that its attractiveness as a
function facility be enhanced.
I have attached hereto for your consideration a proposed amendment to the present Ordinance that has
been prepared by the City Solicitor's Office.

Council determine that the term laborers, workmen, mechanics and nurses now include all employees, both union and non - union,
employed by the Beverly School Dept. and that all such employees be covered by Workmen's Compensation.
