WHEREAS: Frances Alexander was born in Salem on 16 June 1919, grew up in Danvers, was a proud
member of the Holten High Class of 1937, and moved to Beverly in 1946; and
WHEREAS: Frances Alexander began her civic involvement with the Hardie School PTA, later serving as
its President; and
WHEREAS: Frances Alexander became involved in politics in the mid 1960s as a poll worker; and
WHEREAS: Frances Alexander founded her preschool, "Mrs. Alexander's School" in 1966 "... to provide

the finest in early childhood education. Emphasis is placed on the social, emotional, physical and academic
development of each child. Our goal is to create and sustain a nurturing environment with educational activities
designed for the individual needs of the preschool and kindergarten child" and two years later purchased the
location of the School in Ward 2 which continues to this day at 80 Lothrop Street; and
WHEREAS: Frances Alexander's service to the City and the people of Beverly included 1970-1975 as a Member
of the School Committee including 1972-1973 as its Vice Chair; 1976-1981 as Alderman-at-Large including 1980-
1981 as President of the Board of Alderman, precursor to this City Council; and
WHEREAS: Frances Alexander was the first woman elected as Beverly's State Representative to the Great and
General Court, and served in that office from 1983 to 1991. She could point to the "new" Beverly-Salem Bridge,
the Beverly Senior Center, her advice, counsel and mentoring to many aspiring political candidates, particularly
women, and her many constituent services where she took great pride in helping those who needed it, having
been there herself, she would often say, as major accomplishments in that office; and
WHEREAS: Frances Alexander's other civic activities were as wide-ranging as they were numerous, including
Camp Christopher, the Saint Vincent de Paul Society, Girdler House, North Shore Morgan Memorial, Project
RAP, Beverly Hospital, the Local Government Advisory Committee to the Governor, North Shore Music Theatre,
and the North Shore Chamber of Commerce; and
WHEREAS: Frances Alexander served on the Board of Trustees of Endicott College from 1992 through 2003 and
was awarded an honorary Doctor of Humane Letters in December, 2006 from that institution where the Frances
Alexander Scholarship Fund, named in her honor, continues to support students in the education field; and
WHEREAS: Among her many honors were the Morgan Memorial Service Award, Independent Living Center
Award, Community Better Life Award, B'Nai Brith Person of the Year in 1988 and being the recipient of the John
and Marguerite Condon Lifetime Achievement Award by the Beverly Democratic City Committee in 2005; and
WHEREAS: Her family was foremost in her life, including her four children, 12 grandchildren and 10 great-
grandchildren, siblings, sisters- and brothers-in-law, nieces and nephews; and
WHEREAS: Frances Alexander was a resident of Herrick House for the past three years, and passed away on 15
May 2010 after a brief stay at Beverly Hospital, at the age of 90. In her honor, Governor Patrick ordered that the
United States and Commonwealth flags be lowered to half-staff immediately until sunset on Thursday, 20 May at
all state buildings, including public institutions of the Commonwealth, City and Town Halls, State-Owned or State-
Controlled Buildings, and all State Military Installations; and
WHEREAS: A Mass of the Resurrection was held on Thursday, 20 May at Saint Mary Star of the Sea Church with
Burial at North Beverly Cemetery and a Reception at Tupper Hall, Endicott College;
THEREFORE BE IT RESOLVED: That the Mayor and the City Council of the City of Beverly extend our deepest
sympathies to the extended Alexander family, to friends and colleagues, and assure them all of our great sense of
gratitude for her service to our City and our Commonwealth, our sense of loss of this warm and wonderfully
dedicated teacher and public servant, and that the City Clerk spread a copy of this Resolution upon the City
Records.

Building and Grounds division into the City's Department of Public Services.

these functions can be implemented as soon as possible.
