Vehicles building (# 182 Cabot Street). This coincides with the Parking and Traffic Commission recommendations made on February 2,
2010.
Add: Cabot Street, west side, southerly from a point 30 feet south of Broadway to the first driveway at # 182 Cabot Street (3 Spaces).

includes a location on Cabot Street that has been an area of concern for residents on Milton Street. This coincides with the Parking and

RE: CITY COUNCIL ORDER #131: REQUEST TO AMEND CITY ORDINANCES TO PROHIBIT PARKING ON THE WEST SIDE
OF HASKELL STREET, FROM REZZA ROAD SOUTH TO HALE STREET
Dear Honorable Council:
The Parking and Traffic Commission spent considerable time studying and discussing the above-referenced Order. Commission members
conducted a site visit to the area and met with the ward councillor and neighbors several times, both in the field and at meetings.
As part of its effort the Commission reviewed GIS maps, measured existing roadway geometry, and researched safe minimum standards
in the industry for parking aisles and travel lanes for roads like Rezza Road.
Following the Commission's deliberations, members voted 6-1 (Fiore, Benevento, Field, Shairs, Hutchinson and Bent in favor, Cassidy
against) to recommend that Order #131 be adopted as proposed. This would eliminate parking on the west side of Haskell Street from
Rezza Road to Hale Street. A majority of the Commission felt strongly that it must advocate for adherence to safety standards, even in the
face of neighborhood inconvenience or opposition.

The Committee on Finance and Property to whom was referred the matter of Loan Order have considered said matter and beg leave to
report as follows, to wit:
Submit the accompanying order and recommend its adoption
Ordered: That the city Council of the City of Beverly approve the request of Finance Director for the enclosed loan order.
Ordered: that, in order to reduce interest costs, the Treasurer with the approval of the Mayor and the Director of Municipal Finance and the
Committee of Finance and Property is authorized to issue refunding bonds pursuant to G.L. c.44, 921A to refund all or a portion
of the remaining amounts of the City's State Qualified Municipal Purpose Loan of 1996 Bonds dated October 1, 1996, the City's
Municipal Purpose Loan of 1999 Bonds dated March 1, 1999 and the City's Municipal Purpose Loan of 2000 Bonds dated
September 1, 2000; that the refunding bonds shall be issued in an amount not to exceed $24,200,000, in order to pay the
principal, redemption premium and interest on the bonds to be refunded, and costs of issuance of the refunding bonds; that the
Treasurer is authorized to execute such documents as may be necessary or desirable to carry out this transaction, including a
refunding trust agreement or escrow agreement with a bank or trust company; that the Treasurer is authorized to file an
application with the Municipal Finance Oversight Board to qualify under Chapter 44A of the General Laws any or all of the bonds
and to provide such information and execute such documents as the Board may require for these purposes; and that any bonds
or notes issued pursuant to this order shall be certified in writing as to their genuiness by a bank or trust company situated and
doing business in Massachusetts to be selected by the Committee on Finance and Property. This Order shall supercede Order
No. 239 of this Council which had authorized the issuance of refunding bonds in the amount of $16,000,000 for this purpose.
