RE: CHAPMAN'S CORNER SUBDIVISION - AFFORDABLE HOUSING UNITS
Dear Honorable Council:
I hereby request City Council authorization to sign the attached application and regulatory agreement relative to the Chapman's Corner
subdivision project on Hale Street.
Members may recall that the City required that two of the housing units in this project be reserved as affordable housing units. (It also
required that $100,000 be donated to the Beverly Affordable Housing Coalition for affordable housing-related efforts). To comply with the
City's requirement, the developer of the Chapman's Corner project (David Carnevale of Manor Homes at Whitehall Hill) has prepared the
attached Local Initiative Program (LIP) application and regulatory agreement for submission to the State's Department of Housing and
Community Development.
The application/agreement package spells out the income and eligibility requirements for the affordable units. Eventual approval of the LIP
application by the State will guarantee the units will be counted toward Beverly's subsidized housing inventory in the future.
Please feel free to contact City Planner Tina Cassidy if you have any questions relative to this request.

Supporting Lynch Park's Placement
on the National Register of Historic Places
WHEREAS:
the 27th President of the United States William Howard Taft chose to spend all four summers of his Presidency in
Beverly, Massachusetts, beginning in 1909 and
WHEREAS: President William Howard Taft spent two of those summers at the green, shingled,
fourteen-room "cottage" known as Stetson Cottage located on Woodbury Point and
WHEREAS:
the cottage was owned by Robert Dawson Evans and Marie Antoinette Evans who summered directly across the lawn
at a main house called "Stetson Hall" and
WHEREAS:
after the President's first two summers in Beverly the cottage was cut in half and reassembled on Peaches Point in
Marblehead, leaving an "Italian Garden" inside the foundation of the cottage and
WHEREAS:
the remaining garden and its environs at Lynch Park have come to symbolize Beverly's moniker as the Garden City.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEVERLY, MASSACHUSETTS that the Mayor and
the City Council of the City of Beverly support the inclusion of Lynch Park on the National Register of Historic Places indicating Lynch
Park's historical significance to the City of Beverly and to the nation.
AND BE IT FURTHER RESOLVED that the Mayor and the City Council of the City of Beverly authorize the placement of this public park

on the Federal Register and, in the event of its acceptance by the Massachusetts Historical Commission, welcome the installation of a
bronze marker indicating it is a place of importance in American history and making the historic site eligible to receive matching state
