199 of 2005)
I again submit to you for your information Mr. Seaman's appointment as Municipal Hearing Officer in accordance with G. L. Chapter 148A
95.
G. L. 148A 95 provides in part the following:
~ 5. Fines, penalties, assessments
All fines, penalties or assessments in actions under this chapter, brought by a local code enforcement officer, shall be
paid to the general fund of the city or town in which the violation occurred. Such city or town shall earmark such fines,
penalties or assessments collected for enforcement, training and education of fire prevention officers, building
inspectors, and the stipend for municipal hearing officers, which shall be not less than $2.500 a year (emphasis
supplied1
I request that you take the appropriate action to establish the annual stipend for the Municipal Hearing Officer, and I recommend that such
stipend be established at $2,500.00 per fiscal year.
In order to pay this stipend for the remainder of the 2006 FY, I further hereby request a transfer of Eight Hundred Thirty-Three Dollars and
Thirty-Fours Cents ($833.34) to account "Municipal Inspections - Municipal Hearing Officer" from account" Executive Department -
Consultant." Said sum of money to be expended under the direction of the Municipal Inspections Director."

As the attached memo from Peter Seamans to Mayor Scanlon notes, the City's Cemetery Price and Fee Schedule has not been adjusted
since the year 2000. As a result of a price and fee survey conducted by Mr. Seamans in surrounding communities, we have
recommended to the Mayor a new Price and Fee Schedule to take effect on April 1 , 2006. The Mayor has approved the new schedule.
