Dear Honorable Council:
John Dunn's letter attached fully explains that we may need a special City Council Meeting soon. That need could derive from either the
ratification of union contracts requiring a transfer from the Reserve for Unforeseen and/or the need for a vote on the Inclusionary Zoning
Ordinance changes being discussed tonight.
Both issues could be handled at the same meeting if they materialize. The first date possible for such a meeting would be June 29. I
would ask that the meeting not be held before June 30 because of a conflict. If the meeting were to be held on July 1 or later that timing
would not present any problem as to legality. Thank you.

Dear Honorable Council,
As you know, the City Council and Mayor formed a PILOT/SILOT Committee in June, 2008. The Committee has been meeting monthly
since September, 2008, and has recently announced its first partnership agreement with The Children's Communication Center/Beverly
School for the Deaf. We are close to reaching agreements with other key not-for-profit institutions and anticipate more announcements to
come in the upcoming weeks.
The Committee's initial focus has been to meet and work with the top six not-for-profit institutions, which represent over 550/0 of the value of
non-city owned tax exempt property. However, there are over 75 other tax exempt properties comprising the remaining 450/0 of tax exempt
property. Since the Committee is unable to meet with all 75 institutions, we will be conducting a mailing which will request a donation to
one of four community projects. The project areas were chosen after the committee met with department heads and created a list of
current outstanding needs and ongoing projects with the community. A draft of this mailing is attached.
In order for the City to receive donations for these projects, Finance Director John Dunn has advised that a new revenue account be
established for each project. The City Council must approve these new revenue accounts. The projects and associated revenue accounts
are:
· Emergency Services
· Parks and Recreation
· Briscoe Commons
· Beverly Bookmobile
The PILOT/SILOT Committee respectfully requests the City Council's approval of these new revenue accounts.

Ordered: The City Council approve the request of the Mayor relative to the enclosed appropriation for construction of a parking garage at
the Beverly Depot:
Ordered that $500,000 is appropriated for the City's share of the cost of the construction of a parking garage at the Beverly Depot; that to meet this appropriation
the Treasurer with the approval of the Mayor and Director of Municipal Finance is authorized to borrow $500,000 under Chapter 44 of the General Laws or any
other enabling authority; that the Mayor is authorized to contract for and expend any federal or state aid available for the project; that the Mayor is authorized to
enter into an agreement or agreements with the Commonwealth of Massachusetts, the Massachusetts Bay Transportation Authority or any other public authority,
pursuant to Chapter 40, Section 4D of the General Laws or any other general or special law in connection with the joint carrying out of this project; that the Mayor
is authorized to take any other action necessary to carry out this project; and that the Treasurer is authorized to file an application with the Municipal Finance
Oversight Board to qualify under Chapter 44A of the General Laws any or all of the bonds and to provide such information and execute such documents as the
Municipal Finance Oversight Board may require for these purposes.

Ordered: That Mayor Scanlon and Superintendent Hayes come before the City Council by the end of September, 2009 to provide status
on the implementation of Order #163 unanimously approved by the City Council on June 30, 2008 and the School Committee on October
29,2008.
Reference: Order #163
1. Agreement to consolidate Buildings and Grounds maintenance functions under the city Department of Public Services, with the intent to
improve efficiency and the level of service provided outlined as follows:
. Buildings and Grounds custodians will report to DPS
. The Buildings and Ground budget shall remain in the school department under the control of the School Committee.
. DPS will hire a manager whose primary responsibility will be the school buildings and custodians.
. Implementation will occur over a period of time, to be worked out between the DPS Director and the School Finance and
Operations Director.
2. Agreement to endorse the attached list of Efficiency and Effectiveness Recommendations for the City and School Finance Operations
(see attachment).
3. Indirect Cost Agreement to be signed by the City Council and the School Committee.
