Miranda Gooding called the meeting to order at 7:00 p.m.
Aooroval of Minutes
The minutes of the BHMA meeting held on July 16, 2008 were presented for approval.
Menezes moved to approve the minutes as presented and the motion was duly seconded.
The motion carried.
Black Cow Zonin2 Chan2es
City Solicitor Roy Gelineau provided the group with an update on the status of the
permitting for the Black Cow project and outlined the proposed zoning changes that had
been submitted to the City Council on September 15th by the Planning Director.
Members of the Authority discussed the following proposed zoning changes with the Joe
Leone and the other members of the Black Cow project team:
"Proposed Zoning Amendments
September 15, 2008
(1) Amend Section 29-25.A. of the Zoning Ordinance entitled "Off-Street Parking
Requirements" as follows:
(a)
Replace the off-street parking requirement for restaurants (currently 1
space for every 50 sq. ft. devoted to patron use) with "1 space for every 4
seats, permanent or otherwise."
(b)
Replace the off-street parking requirement for marinas (currently 1 space
per boat slip which is legally present as a boat slip on land or in a storage

building) with". S space per boat moored, docked, stored, or trailered.
Between September lSth and May lSth, up to 80% of the required parking
spaces may be used for winter storage of boats, floats, runways, and
associated equipment. On or before May 16th, 70 percent of the required
parking spaces must be clear and available for motor vehicle parking. By
June lSth, 100 percent of the required parking spaces must be clear and
available for motor vehicle parking."
(2) Amend Section 29-2S.D. of the Zoning Ordinance entitled "Parking, Loading
Space, and Design Specifics" as follows:
(a) Add the following to the end of Section 29-2S.DA.a.:
" . . ., except that this requirement shall not apply in the WD Zoning
District. "
(b) Add the following to the end of Section 29-2S.DA.d.:
" . . ., except that this requirement shall not apply in the WD Zoning
District. "
Following discussion, Oosthoek moved that the Authority vote to approve and endorse
the proposed zoning changes, and Troubetaris seconded. The motion was unanimously
approved.
Facilities
Winter Rates for Recreational Marina
The Facilities Committee recommended increasing the 2008 winter rates for the
recreational marina from $4S/ft. to $SO/ft. Following a brief discussion, Oosthoek moved
that the winter recreational rate be increased as discussed and the motion was duly
seconded. Motion carries unanimously.
DockIRoof Repairs
The Facilities Committee recommended that the Marina Manager be authorized to make
repairs to the roof of the brown building and members agreed and authorized the
Bochynski to spend funds to complete the work and hire a contractor as needed; it was
agreed that major repairs to the docks/floats should be postponed for another season
pending the receipt of state funding for the marina projects.

Marina Projects
Bochynski noted that he had received a proposal from Vine Associates for design
services relating to the water-side improvements to the recreational marina, totaling
$28,000. This proposal also included further investigations and design work relating to
the Public Pier. Neuman stated that the Authority ought to review the proposal. He
further stated that the Authority should be pro-active and, with the help of Vine
Associates, identify any additional design and permitting work needed to complete the
recreational and commercial marinas and engage Vine to complete that work so that all
would be ready to start construction when permitting and funding are in place. Gooding
agreed to follow-up with Vine Associates to request a scope of services and estimate for
this work.
Finance
There was no financial report.
Updates on On2oin2 Matters
Members briefly discussed the status of the Mass Highway design/parking issue and the
upcoming waterfront rezoning work.

Adjournment
There being no further business to come before the BHMA this evening, Oosthoek
moved to adjourn the meeting and the motion was duly seconded. The motion carried.
