Miranda Gooding called the meeting to order at 7:00 p.m.
Aooroval of Minutes
The minutes of the BHMA meeting held on June 12, 2008 were presented for approval.
Oosthoek moved to approve the minutes as presented and the motion was duly seconded.
The motion carried.
Facilities
It was agreed that the notice to commercial marina tenants notifying them of their
responsibility to clean up the dockslBridge area should be sent and posted.
There was discussion regarding a request from Department of Environmental Police to
moor a boat at the commercial marina. It was agreed that the request should be agreed to,
but with notice that any arrangement is strictly at will. Gooding agreed to follow up with
the Harbormaster and, if necessary, the City Solicitor's office regarding the issue.
There was discussion regarding the degree of use by the Harbormaster of the commercial
slips. Currently, about 5 of the commercial slips are used by the Harbormaster, and 3
more vessels are stored under the bridge. Members agreed that the Harbormaster should
be invited to our next meeting for the purpose of discussing, among other things, the
necessity of using 5 slips and/or the possibility of moving some vessels to the recreational
manna.
Bochynski reported that there is currently no waiting list for either of the commercial or
recreational marinas. There are 5 open slips in the recreational marina. With regard to
lease payments, Bochynski reported that all but 2 of the commercial tenants had brought
their accounts current and paid their first lease installments for the 2008-09 season, which

commenced on July 1. Gooding noted that the information regarding these tenants
should be provided to the City Solicitor's office.
Finance
Oosthoek and Miedzionoski presented financial reports, which included rent rolls for
both marinas, together with a memo from John Dunn regarding certain ongoing
accounting issues. As of 6/30/08, marina revenues were on budget. John Dunn also
confirmed that the balance of the enterprise fund, after taking into account anticipated
grant for the Bass River testing ($105,000) would be about $335,000.
With regard to the adopted FY09 Budget, $20,000 is budgeted for consultants; $15,000
for marina operating expenses, and $20,000 for dock maintenance.
Gooding proposed authorizing expenditure for one or more signs at the recreational
marina site to satisfy grant requirements for recreational signage, per Tina Cassidy's
request. The exact amount was not known, but members agreed that this expenditure
could be made from the marina operating expense line item.
Gooding reported that she and Bochynski and David Gelineau, the Purchasing Director,
had met with Martha King and Mike Driscoll from the Division of Waterways to conduct
a site visit at the marinas to review the proposed redevelopment plans and to view the
Bass River dredging area. Gooding reported that the site visit was a positive sign in terms
of the city's potential for receiving additional state funding for the marina improvements
and that the Mayor's office was also diligently pursuing the issue with the new director of
the Seaport Advisory Council. Gooding stated that she would email members copies of
correspondence from the Mayor's office to Louis Elisa regarding the funding requests for
the marinas.
Updates on Omwin2 Matters
Cummin2s Center
Gooding reported that she is working on investigating why officials at Cummings Center
do not think that they needed a permit for the work that was done and that she had
discussed the matter with Alex Strysky at DEP who would be looking into the matter
further.
Beverlv Port Marina
Gooding reported that the Chip Nylen would be representing the City in the proceedings
with Beverly Port Marina and that the parties were scheduled to continue the hearing on
July 21 st.

Neuman reported that there was no further word from Bourne Engineering regarding the
status of the testing.
Gooding noted that during the site visit, Mike Driscoll had suggested that the Harbor
Management Authority coordinate with other property owners along the Bass River who
would be likely to benefit from the dredging so that resources could be pooled for the
project. It was agreed that once we have a better understanding of the dredging test
results, we should initiate a meeting of abutters to discuss the results and to craft a plan
for moving forward.
Green's Hill Public Access
Menezes reported that David Gardner is investigating the status of the right of way on
Green Street and exploring other grant opportunities to help this project. Issues
concerning tax title and right of ways are being reviewed by the City Solicitor's office.
Black Cow
Gooding reported that Vine Associates has begun working on the permitting matrix for
the project and that there have been several meetings with Black Cow representatives to
get the permitting process jump started again, as well as lease negotiations. With regard
to permitting, one or more zoning changes had been discussed in order to accommodate
parking on the site and to avoid requesting zoning relief which would be more vulnerable
on appeal by abutters. Additionally, the issue of the recreational marina management had
been discussed and Joe Leone had expressed a strong interest in running the marina,
subject to oversight from the Authority. There was discussion regarding what the
parameters of that oversight would entail, including rate setting, publication of the
waiting list, approving rules and regulations and reviewing terminations.

Gooding stated that there would likely be no meeting in August and that she would be in
touch with members to schedule the next meeting in September.

There being no further business to come before the BHMA this evening, Oosthoek
moved to adjourn the meeting and the motion was duly seconded. The motion carried.
