Re: City Council Order #105 (206 Cabot Street)
The Beverly Police Department requests Ordinance changes for parking on Cabot Street and Bow Street as follows:
1- Add "15 Minute Parking" (8AM-5PM) on the west side of Cabot Street extending south from the corner of Bow Street to the
corner of Wallis Street. Amend city ordinance 14-123 to reflect changes (eliminate one Loading Zone currently present).
2- Add "30 Minute Parking" (8AM-5PM) on the south side of Bow Street extending 115 (one hundred fifteen feet) west of Cabot
Street (5 spaces). Amend city ordinance 14-124 to reflect changes.
3- Add "No Parking, Loading Zone" on Bow Street extending from 115 feet west of Cabot Street to 165 (one hundred sixty five)
feet west on Bow Street from Cabot Street. Loading Zone would extend from the last 30 Minute space to the first driveway curb
cut on Bow Street (approximately 50 feet).

RE: City Council Order #142: Request to reduce speeds on May Street, Central Court, Fossa Terrace, Wentzell Avenue, and Smith
Street to 5 miles per hour
Dear Members of the Council:
At a meeting of the City's Parking and Traffic Commission held on July 2, 2008, members of the Commission discussed the above-
referenced Order.
Following the Commission's discussion, members voted unanimously to recommend that Order #142 NOT BE ADOPTED. The accepted
speed standard established by State for thickly settled areas is 30 mph and for school zones 20 mph. Based on the MUTCD and the State
Standard Municipal Traffic code the posted speed limit should be within 5 mph of the 85th-percentile speed of free-flowing traffic.
Establishing a speed limit of 5 mph is within the tolerance level of free-flowing traffic. In addition, establishing a 5 mph speed limit on a
public street encourages motorist to break the law and is impractical since it is virtually impossible to maintain that driving speed in
practice.
The Commission is amenable to working with the Police Department to review pedestrian and vehicular operations in the neighborhood in
order to identify problems and issues, and will work with that department to develop a set of recommended improvements, if appropriate. If
the Commission does in fact develop a list of recommendations, it will forward them to the Council under separate cover.

Be it ordained by the City Council as follows, to wit:
