Further to the organizational change referenced in my recent budget speech, I hereby propose to you that the Engineering Department be
folded in with the Public Services Department under the direction of Michael Collins, Professional Engineer, who will henceforth carry the
title of Commissioner of Public Services and Engineering.
Frank Killilea, Director of Engineering, will continue part-time in that role until a suitable replacement can be found. Michael Collins will
become a member of the Water Supply Board upon confirmation of his appointment by you as Commissioner of Public Services and

Engineering. As soon as Frank Killilea's replacement is on board, that individual will become Beverly's representative on the South Essex
Sewage District Board.
An organization chart depicting all departmental responsibilities is attached for your information.

lease/purchase transaction for seven buses for the School Department as described in the attached communication from Finance Director,
John Dunn.
Because the contract is for a five-year term, Council approval is needed. I further request that your Honorable Council take action on this
matter this evening.

Enclosed please find the FY 2009-2018 Capital Expenditure Plan. Once again we have chosen to project ten years out rather than the five
years required by the City Charter.
As you know, all the projects under consideration in this document represent prospective future actions. The main value of this plan would
be a thorough discussion between Council Members and myself and member of my staff as to the logic and sequence of the possible
future projects discussed herein. I look forward to such a discussion in September after you have had the opportunity to digest the
contents of the plan.

You will recall that in March 2008, this Council authorized my signature on the Local Initiative Program (LIP) application and regulatory
agreement relative to three new affordable housing units in the Montserrat Condominiums development at 40 Heather Street. Eventual
approval of the LIP application by the Massachusetts Department of Housing and Community Development (DHCD) will guarantee that the
units will be counted toward Beverly's Subsidized Housing Inventory in the future.
I have been notified of a desired change to the regulatory agreement. DHCD has requested that the regulatory agreement be replaced
with DHCD's current model regulatory agreement. The documents that I signed in March included an older version. A copy of the current
model regulatory agreement with information specific to this project and the March 17, 2008 Original Council Order are enclosed for your
information.
I hereby request City Council authorization to sign off on this change to the LIP application and regulatory agreement as described above.

Dear Honorable Council:
You will recall approving an appropriation of $170,000 in late 2007 to fund the conversion of boilers at Briscoe and Memorial to natural gas.
The attached letter from John dunn fully describes additional costs needed to complete this project. The net additional cost will not exceed
$40,000 and may be less but we must first appropriate an additional $80,000 to complete the project. Upon completion some $40,000 will
be returned to us in the form of grants.
Please schedule a Public hearing to authorize an increase in the appropriation in the Boiler conversion Capital Project Fund from
$170,000 to $250,000.

RE: SANDWICH BOARD SIGN RECOMMENDATION - TRAVEL INC., 207 CABOT STREET
Dear Honorable Council:
At the July 10, 2008 meeting of the Beverly Design Review Board ("the Board") the members of the Board considered an application for a
sandwich board sign to be displayed at the above referenced location. The sign will be 24" in width and 42" in height, be constructed of

plasticade and sand-weighted to prevent tipping. The sign will read, "Travel Inc. Specials" in red and black letters on each side, leaving a
large blank space in which to write current specials or offers.
Following discussion, the Board expressed support to approve the design of the sign as presented.

Ordered; That the Parking 7 Traffic commission review provisions for parking and traffic on South Hardy Street, and make
recommendations to the Council as needed.
Since renovation and occupancy of the Millery and Red Brick Studios, along with the nearby playground, residents of this street have been
directly affected by increased activity in the neighborhood.
