Miranda Gooding called the meeting to order at 7:00 p.m.
Minutes
On a motion duly made and seconded, the minutes for the meeting of November 8,2007
were approved.
Financial Report
Miedzionoski raised the question of how financial reports should be provided to the
Authority and discussion ensued. Oosthoek volunteered to assist on budgetary issues and
review going forward. It was agreed that John Dunn would be invited to the Authority's
next meeting to provide background information to the group, particularly new members,
regarding the finances of the Authority and the mechanism of preparing an annual
budget.
Administrative Report
Members discussed the need for centralized filing and Gooding agreed to review files at
Harbormaster's building and to assemble essential information for filing at City Hall. A
list of materials that the Authority would like to review include: current Lease forms,
Budget, Waiting List, Rules and Regulations, Harbor Management Plan, History of Rates
for Marinas.
Facilities Report
Members discussed the establishment of new rates at Glover Wharf for the upcoming
2008 season. The Facilities Committee recommended that the rate be increased to
$140/linear foot. On a motion duly made and seconded, the recommended increase was
approved by unanimous vote.
The matter of the Edelstein eviction was discussed. Bochynski reported that his attempts
to come up with a solution by swapping slips with another lessee had been unsuccessful
and that eviction appeared to be the only possible solution at this point. It was agreed
that the matter would be referred to the City Solicitor's office for further action.
The Facilities Committee will continue to review the Municipal Marina Rules and
Regulations document in order to ensure consistency with the new lease forms drafted by
the City Solicitor's office.
Bochynski reported that he had engaged/was about to engage a contractors to clean and
inspect the floats at both facilities for the sum of $15,700.
Other Matters
Gooding reported briefly on the status of the Beverly Port Marina litigation and the status
of the latest borings in connection with the dredging project. Lou discussed the Mayor's
support of pending legislation authorizing substantial funding for the Seaport Council,
with the hopes that funding would finally be made available for actual construction and
repairs at the marinas.
Councilor Troubetaris discussed the issue of erosion at Obear Park.
The members discussed a plan for honoring former Chairman John Frates for his service
to the Authority.
The meeting was adjourned at 9:00 pm.
