Bruce reported he attended the MRPA meeting on November 5th in Sturbridge where Joan received the award for
"Community Professional of the Year". Members from all over the state were there to congratulate her, it was
amazing how many of the members she knew.
Artie spoke about establishing the "Joan Fairbank Scholarship Fund". Spoke to Mark Casey who agreed to have the
fund come under the Friends. Motion was made and carried to establish the fund. Tom Scully offered to contact
some people to help start the fund. Those invited to the party will be invited to donate in lieu of a gift.
Minutes of previous meeting were accepted as written.
ACTING DIRECTOR'S REPORT
Reviewed written report
Discussed #7: Councilor Morency's proposal to raise the fees to use the Rose Garden. Further discussion was tabled
to the January 9th meeting. Reseach will be done on fees in the area, as well as, how much the garden profits each
year.
Discussed #9: field fees. Artie will design a fee schedule and sent it out to everyone before the January meeting.
Discussed #13: requested that the annual volunteer of the year award be named in honor of Rebecca Karp.
UPDATE: SUB COMMffiEE ON DOGS
Monday night at City Council: ban has been put on file with no action taken but can be brought out again sometime
in the future. Ruling from Peter Gilmore: 1991 ordinance (no dogs Memorial Day to Labor Day at any park)
supercedes the 1973 ordinance. Council wants subcommittee to continue to meet and go back to them with
whatever the Commission decides. Motion was made to withdraw original motion asking that dogs be banned year
round from Lynch Park, motion seconded and carried with 6 in favor and 2 opposed.
It was recommended and agreed that the Commission ask that the 1991 ordinance be enforced. Rec Dept has
started a complaint log.
DIRECTOR'S JOB DESCRIPTION
Tom distributed and asked for approval of the job description written by the hiring committee. Was discussed and
edited: # 4, remove extra "and". Motion to accept as modified. Also amend under requirements:
must possess a Bachellors Degree( in any field but preferred in a relevant field), 5 years of increasingly responsible
experience, plus must have or be willing to get certification. Motion carried with all in favor.
PUBLIC ART PROPOSAL
Lisa reported: 4 projects have been proposed, handouts were distributed and discussed.
Tom Scully presented a slide show about Lynch Park.
