Chairperson Dinkin calls the meeting to order.
1. Subdivision Approval Not Reauired Plan (SANR) - 14. 16 & 18 Bav View Avenue
- Elmtop Realtv Trust and Rachel Thompson
Attorney Marshall Handley speaks on behalf of the owner/applicant. He states there are
several purposes of the plan: 1. Document the extinguishment of a landscape easement;
2. straighten out the lot line between Elmtop Realty Trust's two parcels; and 3. convey a
5 s.f. piece of land from Rachel Thompson's property to Elmtop Realty Trust's property.
He states that the Trust's southernmost parcel has 175.4::1: feet of frontage and this 5 s.f.
conveyance would give this parcel 175 feet offrontage. He states that the Trust agreed to
extinguish the landscape easement in exchange for the 5 s.f. With this conveyance, the
Trust will have enough frontage to request a special permit for a pork chop lot from the
Planning Board.
Harris states that by doing this, the Hubbards will have enough frontage to request a pork
chop lot. This could result in another building lot.
Handly states that is correct and this could possibly be a settlement of the subdivision
appeal on Bay View Avenue.
Thomson asks Assistant Planning Director Leah Zambernardi if the plan meets the
Board's technical requirements. She affirms that the plan meets the Board's requirements.
Mack: Motion to endorse this plan as one not requiring approval under the Subdivision
Control Law. Seconded by Flannery. The motion passes 6-1-0 (Thomson, Flannery,
Dunn, Mack, Harris and Hutchinson in favor) (Dinkin in abstention)

Thomson states that he attended a conference on Saturday, March 15 of the Citizen
Planner Training Collaborative (CPTC) in Worcester with Dinkin, Flannery and
Zambernardi. He provides a brief overview.
Flannery: Motion to adjourn, seconded by Hutchinson. All members and the Chair
vote in favor. The motion passes 7-0.
The meeting is adjourned at 7:50 p.m.
